To create the 9-1-1 Funding and Modernization Task Force. BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO: Section 1. (A) The Ohio General Assembly finds that the funding for infrastructure and personnel of 9-1-1 systems in Ohio is disparate in meeting state and local needs. In response to these findings, there is hereby created the 9-1-1 Funding and Modernization Task Force to review current funding models and to research, analyze, and recommend to the General Assembly and the Governor appropriate future funding models and modernization policies to improve the effectiveness of infrastructure and personnel of 9-1-1 systems in Ohio. To enact section 3301.041 of the Revised Code to require the State Board of Education to broadcast board meetings on the internet. BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO: Section 1. That section 3301.041 of the Revised Code be enacted to read as follows: Sec. 3301.041. The state board of education shall broadcast live via the internet all regular and special meetings of the state board and all meetings of every committee and subcommittee of the state board. The state board shall provide access to the live video stream free of charge via the department of education's web site. The state board shall also maintain a free video archive of all broadcasted meetings that shall be accessible via the department's web site. To amend section 124.23 of the Revised Code to eliminate the requirement that a veteran be a resident of Ohio to qualify to receive the veterans preference on civil service examinations. To enact sections 353.01, 353.02, 353.03, 353.04, and 353.05 of the Revised Code to allow a board of county commissioners in a county with a population of 1.2 million or more to submit to the electors the question of whether to adopt a restructured form of county government. To amend sections 3314.09 and 3327.01 and to enact section 3314.092 of the Revised Code to permit a school district to surrender the transportation of its resident high school students attending community schools to those community schools. To enact section 4501.026 of the Revised Code to require the registrar of motor vehicles and deputy registrars to inquire about an individual's veteran status, and, if given permission, to forward the veteran's personal information to the director of veterans services. To amend sections 315.02 and 315.14 of the Revised Code to remove the requirement that a county engineer be a registered surveyor in addition to being a registered professional engineer in order to hold or be eligible as a candidate for the office. BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO: Section 1.  That sections 315.02 and 315.14 of the Revised Code be amended to read as follows: Sec. 315.02.  No person holding the office of clerk of the court of common pleas, sheriff, county treasurer, or county recorder is eligible to hold the office of county engineer. To amend sections 303.211 and 519.211 of the Revised Code to enact as a separate act the provisions of law that specify that a public utility does not include a person that owns or operates a solid waste facility, solid waste transfer facility, or construction and demolition debris facility for the purposes of the law that states that boards of county commissioners, boards of township trustees, and boards of zoning appeals do not have the power to adopt zoning requirements applicable to public utilities.
