I am a Chief Officer for a large paid fire department in Colorado. I am seeking clarity on the intent of HB 1057. Our employees have the opportunity to pick up to nine 24 hour shifts of vacation each November for the preceeding year. They also enjoy unlimited "trade" priviledges with other employees of the same rank when they want a specific day or portion of a day off.
Our department also has mandatory minimum staffing of four persons on heavy fire equipment. This staffing model is a safety issue for our firefighters and necessary to accomplish critical tasks. Any interruption of this staffing disrupts our service delivery and raises safety issues. Was this legislation intended to impact police and firefighter or does the opportunities I outlined above meet your intent" Please help.
