Jean Fuller, R-Bakersfield, was elected to the California State Assembly in November 2006 to represent the 32nd Assembly District, which includes Bakersfield, Ridgecrest, Tehachapi, Taft, Kern River Valley, and the Frazier Mountain communities. Fuller is a member of Assembly Republican Leader Michael Villines’ leadership team and serves as a Republican Whip. In her leadership role, Fuller helps Villines and other members of the Assembly Republican Caucus build support for upcoming legislation critical to rebuilding California’s economy and restoring accountability to state government. Fuller was elected Chair of the California State Legislative Rural Caucus during her first year in office. The Rural Caucus is a bipartisan group of 43 Assembly Members and Senators who provide a strong, united voice in the state legislature for residents of rural communities. As chair of the Rural Caucus, Fuller authors legislation, fights for rural California’s fair share of the state budget, and fosters partnerships with key stakeholders in state and local government. Fuller also serves as Vice-Chair of the Assembly Natural Resources committee and is a member of the State Allocation Board, the Assembly Agriculture Committee, and the Assembly Budget Subcommittee on Education Finance. Her top legislative priorities are to expand career technical education programs for high school students, to improve California’s business climate, and to reduce the tax burden on hard-working families. Prior to her election to the Assembly, Fuller served as Superintendent of the Bakersfield City School District and, earlier, as Superintendent and Principal of the Keppel Union School District in Pearblossom. Fuller was named California Superintendent of the Year by the American Association of School Administrators during the 2004-05 school year, and, in 1998, she earned national recognition for school improvement when she was awarded the AASA Leadership for Learning Award. Fuller, who was an educator in California for over thirty years, also owns a family farm, manages property, and was in the restaurant business. Fuller’s professional and community leadership positions in the 32nd District have included the Kern County Adult Literacy Council, the Kern County Museum Authority Board, the Boy's and Girl's Club Board, the Jim Burke Education Leaders Forum, and the Kern County Superintendent's Administrative Advisory Board. Statewide leadership roles have included the California School Boards Association, the Association of School Administrators, and the Institute for Education Reform. Fuller was born and raised in Kern County. She attended local schools in Bakersfield and completed her Bachelor, Masters, and PhD degrees through the California State University and the University of California systems. Fuller supplemented her educational training at the Harvard Graduate School of Education, the University of Southern California, and Exeter College in Oxford, England. Jean and her husband Russell live in Bakersfield.
