The information shall only be made available to law enforcement agencies to be used in criminal investigations. The database shall be developed and operational by January 1, 2009. Manufacturers and vendors that do not provide the required information shall be subject to civil fines. The cost of maintaining the database shall be paid from the newly created "Ammunition Coding System Database Fund". Vendors of firearm ammunition shall charge an additional one-half cent per bullet or round of ammunition and the money shall be forwarded to the state treasurer to be deposited into the fund. Crime laboratories shall comply with these requirements on or after December 31, 2012. Under this act, the term "crime laboratory" means a laboratory operated or supported financially by the state or any unit of local government that employs at least one scientist, who examines physical evidence in criminal matters and provides expert or opinion testimony about such evidence in state court.
