SCS/SB 1183 - This act modifies the membership on the Missouri Housing Development Commission. The membership of the commission is increased from 10 members to 13 members. Instead of selecting 6 members, the governor shall select 9 members. The act specifically provides that no statewide officeholder shall be an officer of the commission. The Governor shall appoint one member from each of the nine congressional districts. The act also provides that the commission shall adopt a code of conduct which shall govern the conduct of its members. The code of conduct shall, in addition to other ethical matters, address conflict of interest issues. The commission shall also establish conflict of interest rules which require public disclosure of financial arrangements between the commissioners and housing developers. HCS/SB 1175 - Under this act, all offices of the Missouri Housing Development Commission shall be in Cole County. In addition, all employees of the commission shall maintain employment in Cole County. This directive becomes effective July 1, 2009.

Under current law, the Missouri Housing Development Commission may not have outstanding bonds or notes in an amount exceeding $200 million. The current statutory framework exempts several types of bonds and notes from this limitation. This legislative proposal provides that the $200 million limitation shall not apply to any conduit revenue bonds or notes of the commission in which the payment of debt service is the responsibility of an approved mortgagor.

SB 1024 - Currently, the state legal expense fund is liable, excluding punitive damages, for all economic damages to any one claimant and up to $350,000 for noneconomic damages for any judgment against a state officer or employee for claims arising from the operation of a motor vehicle or from causing a dangerous condition of property. This act limits the amount of liability for such claims to 2 million dollars for all claims arising from a single occurrence, and $300,000 for any one person in a single accident or occurrence. If these two types of claims are brought against the state or state entities and are also brought against an officer or employee thereof, the maximum allowable recovery shall be reduced by any amount paid towards the claim by the state, its entities, its officers or employees, or anyone acting on their behalf.
