Amends the Property Tax Code. In a Section concerning property tax installments in counties with 3,000,000 or more inhabitants, provides that, beginning with taxes payable in 2009, the first installment shall be computed at 55% (instead of 50%) of the total of each tax bill for the preceding year. INC TX-COUNTY CIRCUIT BREAKER

Amends the Illinois Income Tax Act. In a Section concerning the residential tax credit, provides that an individual taxpayer shall be entitled to the credit only if the taxpayer's adjusted gross income for the taxable year is less than $250,000. Provides that the credit shall be limited to $1,000 for each individual taxpayer. Amends the State Finance Act. Creates the County Circuit Breaker Matching Grants Fund. Provides that, by June 30, 2009 and by June 30 of each year thereafter, the State Comptroller and the State Treasurer shall transfer from the General Revenue Fund to the Circuit Breaker Matching Grants Fund an amount equal to the amount of the difference between the 5% residential property tax credit for 2007 and the amount of the credit for that taxable year. Provides that moneys in the Fund shall be transferred to counties that create a property tax circuit breaker. Effective immediately.

Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Creates the Local Government Road Salt Purchase Reimbursement Fund. Provides that moneys in the Fund shall be used by the Department of Central Management Services to make grants to counties, municipalities, townships, and road districts that entered into contracts for the purchase of road salt for the 2008-2009 winter season at a rate of more than $65 per ton. Amends the State Finance Act. Provides that the sum of $14,500,000 shall be transferred from the Fund for Illinois' Future to the Local Government Road Salt Purchase Reimbursement Fund. Amends the Counties Code. Provides that any purchase by a county with fewer than 2,000,000 inhabitants of fuel in excess of $40,000 (instead of $20,000) shall be contracted for (i) by a contract let to the lowest responsible bidder after advertising for bids in a newspaper published within the county or (ii) by a contract let without advertising for bids in the case of an emergency if authorized by the county board. Amends the Counties Code. Requires the county board of Cook County to appoint an independent county personnel director. Amends the Cigarette Tax Act and the Cigarette Use Tax Act. Increases the taxes under the Acts by an additional 45 mills per cigarette. Requires that the proceeds of the additional taxes be paid into the Tax Compliance and Enforcement Fund, the Healthcare Provider Relief Fund, and the Pension Stabilization Fund. Amends the State Finance Act to create the Healthcare Provider Relief Fund for use by Department of Healthcare and Family Services only for the purpose of making reimbursements to providers of goods or services under certain programs. Amends the Counties Code and the Property Tax Code. Creates the Office of Tax Administration within the office of the Cook County treasurer for the purpose of consolidating all functions of county government related to tax administration, except those functions exercised by the county recorder. Transfers to the treasurer (i) all functions, duties, and powers and all employees, records, and property of the assessor and (ii) all tax administration-related functions, duties, and powers and certain employees, records, and property of the clerk and auditor. Provides that during the term of the county assessor elected in 2006, the assessor shall serve as an advisor to the treasurer on all tax-related matters. DCFS-FOSTER CARE ASSISTANCE

Amends the Children and Family Services Act. Authorizes the Department of Children and Family Services to enter into intergovernmental agreements with any county on behalf of its probation and court services department to provide services for the federal Title IV-E Foster Care Reimbursement Assistance Program. Provides that the Department may limit the number of counties to no less than 10 for State Fiscal Year 2009 and must add no less than 10 counties for each succeeding fiscal year until all counties are included.
