CRIM CD-IMPROP USE PUBLIC FUND Amends the Criminal Code of 1961. Creates the offense of improper use of public funds. Provides that a person commits the offense when he or she knowingly misappropriates, misuses, or unlawfully withholds or converts to his or her own use or to the use of another any public funds made available through a gubernatorial or legislative member initiative. Provides that an official or employee of the State or a unit of local government who knowingly facilitates, aids, abets, assists, or participates in the misappropriation, misuse, or unlawful withholding or conversion to his or her own use or to the use of another any public funds made available through a gubernatorial or legislative member initiative also commits the offense. Provides that no company may cancel, terminate, or refuse to renew any policy of property and casualty insurance during the pendency of a claim in which the primary residence of the policyholder is or comes to be uninhabitable, unoccupied, or under construction or has yet to be permanently repaired. Provides that any of the following acts by an insurer shall constitute improper claims practice: (1) paying an appraiser, contractor, or vendor involved in providing services or estimates for appraising the value of any loss for repairing a policyholder's home; (2) compelling a policyholder as to which appraiser, vendor, or contractor the policyholder must use for the repair; (3) failing to reimburse a policyholder within 30 days after receiving proof of reimbursable out-of-pocket expenses; or (4) denying a policyholder's request for reimbursement without a written explanation within 30 days after a policyholder's request.[...]

ST CONTRACTS-DISCLOSURE Creates the Legislative Contract Disclosure Act and the Lieutenant Governor's Contract Disclosure Act and amends the State Budget Law, the Attorney General Act, the Secretary of State Act, the State Comptroller Act, the State Treasurer Act, and the Illinois State Auditing Act. Requires that the offices of statewide officers, legislators, legislative agencies, and the Auditor General post on their websites disclosures with respect to each of their contracts with an annual value of $50,000 or more. Requires that a special government agent file his or her statement of economic interests within 60 days after assuming responsibilities as a special government agent (now, within 30 days after making an ex parte communication). Removes a provision in the School Code that allows a school district to transport not more than 15 students to and from an interscholastic athletic or other interscholastic or school-sponsored activity in a van. RENEWABLE ENERGY SOURCES ACT Creates the Illinois Renewable Energy Sources Act. Contains provisions concerning the requirement that an electric utility connect an eligible electric generator to the utility's distribution systems between 30 and 60 days after a request by the eligible electric generator. Provides that the Illinois Commerce Commission shall establish standards for the interconnection of eligible electric generators with the distribution systems of electric utilities. HUMAN RTS-EMPLOYER REPORT-FEE Amends the Illinois Human Rights Act and the State Finance Act. Provides that, when a person files an "Employer Report Form" (PC-1) with the Department of Human Rights as specified to establish eligibility to be awarded a contract by a State agency, the person must pay a registration fee in an amount determined by the Department by rule. Provides that a person must also pay a registration fee in an amount determined by the Department by rule when the person files for renewal of eligibility. Provides that the fees shall be paid into the Department of Human Rights Special Fund, a new special fund. EMPLOYEE LEASING COMPANY ACT Amends the Employee Leasing Company Act. Changes the definition of "employee leasing arrangement" to mean a written contractual arrangement (instead of only a contractual agreement) and also that the contract shall specifically identify either the employee leasing company or the client responsible for the securing of workers' compensation insurance for leased employees. INS CD-PROSTHETIC DEVICE Amends the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act to provide coverage for prosthetic devices that equals those benefits provided under federal laws for health insurance for the aged and disabled. Provides that a policy or plan may require prior authorization for prosthetic devices in the same manner that prior authorization is required for any other covered benefit. Provides that covered benefits are limited to the most appropriate model that adequately meets the medical needs of the patient as determined by the insured's treating physician.
