SCH CD-SCH REFORM INITIATIVE Amends the School Code. Establishes the 21st Century School Reform Initiative Pilot Program in which 4 clusters (a cluster being a high school and all of the prekindergarten, elementary, middle, and junior high schools from which a majority of students will attend that high school) must be selected within 30 days after the effective date of the amendatory Act for participation in the program for 3 school years. Sets forth provisions concerning how the clusters are to be selected, the establishment of a State oversight committee and local oversight committees, the recruitment of 3 superintendent advisors, the completion of a comprehensive needs assessment, the requirements that the cluster schools must meet, and the adoption of rules by the State Board of Education. REVENUE - GAMING EXPANSION Creates the Chicago Casino Development Authority Act and the Illinois Casino Development Authority Act to create authorities for the purposes of developing and operating casinos. Amends the Illinois Horse Racing Act of 1975. Makes changes concerning the Illinois Racing Board. Allows advance deposit wagering. Adds provisions concerning drug testing for horses. UTILITIES-NET METERING Amends the Public Utilities Act. Provides that notwithstanding the definition of "eligible customer" in a specified provision, each electricity provider shall allow meter aggregation for the purposes of net metering eligible renewable electrical generating facilities owned or operated by school districts, community college districts, or units of local government pursuant to an intergovernmental agreement. Provides that electricity providers shall provide net metering to all parties to the intergovernmental agreement so that all energy produced by the eligible renewable electrical generating facilities is applied as a 1:1 kilowatt hour credit for each party to the intergovernmental agreement. Provides that electricity providers shall carry over any excess kilowatt-hour credits earned and apply those credits to subsequent billing periods to offset any customer-generated consumption until all credits are used or until the end of the annualized period. BLIND VENDORS ACT Creates the Blind Vendors Act. Contains statements of intent. Creates the Business Enterprise Program for the Blind under which: priority is given to blind vendors in the operation of vending facilities on State property; tie bid preference is given to blind vendors in the operation of cafeterias on State property, with exceptions; income from all vending machines on State property is assigned as provided in the Act; State agencies may not impose a commission, service charge, rent, or utility charge on a licensed blind vendor who is operating a vending facility on State property; and vending facilities use reasonable and necessary means and methods to maintain fair market pricing. CONAMEND-INCOME TAX RATES Proposes to amend the Revenue Article of the Illinois Constitution with respect to limitations on income taxation. Provides that the rates shall be non-graduated, by category. The categories are (i) individuals (under $250,000), (ii) individuals ($250,000 or more), and (iii) corporations. Combines an individual's income with that of his or her spouse. Provides that in any such tax imposed upon individuals ($250,000 or more), the rate shall be the higher of (i) 6% or (ii) twice the rate imposed upon individuals (under $250,000). Provides that the rate on corporations shall not exceed the rate imposed on individuals (under $250,000) by more than a ratio of 8 to 5. Provides that the basic amount of each standard exemption for individuals (under $250,000) shall be $4,500 or such greater amount as provided by law. PEN CD-TRS-ADMINISTRATIVE Amends the Downstate Teacher Article of the Illinois Pension Code. Makes changes in the definition of "teacher". In provisions concerning early retirement without discount, provides that certain employer contributions shall be payable to the System within 30 days after receipt of the bill. Increases the single-sum retirement benefit from 1.67% of the member's final average salary for each year of creditable service to 2.2% of the member's final average salary for each year of creditable service. Provides that the System may charge interest at a rate equal to the System's annual actuarially assumed rate of return on investment compounded annually from the 91st day after a school district receives a bill for contributions required of it under the Article or contributions required of teachers. SCH/VEH CD-TRANSPORT STUDENTS Amends the School Code and the Illinois Vehicle Code. Removes a provision in the School Code that allows a school district to transport not more than 15 students to and from an interscholastic athletic or other interscholastic or school-sponsored activity in a van. Provides instead that a school district transporting students in grade 12 or below for an interscholastic, interscholastic athletic, or school-sponsored, noncurriculum-related activity that (i) does not require student participation as part of the educational services of the district and (ii) is not associated with the students' regular class-for-credit schedule or required 5 clock hours of instruction shall transport the students only in a school bus, a vehicle manufactured to transport not more than 10 persons, including the driver, or a multifunction school-activity bus manufactured to transport not more than 15 persons, including the driver; allows for a depreciation allowance claim.[...]
