If and only if Senate Bill 1920 of the 95th General Assembly becomes law, amends the Illinois Pension Code. In provisions concerning the health care benefits for retirees of the Chicago Transit Authority, provides that a retiree hired on or before September 5, 2001 who retires with 25 years or more of continuous service shall be eligible for retiree health care benefits upon retirement (formerly, retirees who retired prior to the effective date of Senate Bill 1920 with 25 years or more of continuous service or who retires within 90 days after that effective date or by January 1, 2009, whichever is later, with 25 years or more of continuous service were eligible). Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

LOCAL GOV-HOME RULE TAXES

Amends the Home Rule County Retailers' Occupation Tax Law of the Counties Code and the Home Rule County Service Occupation Tax Law of the Counties Code. Provides that the maximum tax rate that is permitted under those Laws is 0.75%, unless a higher rate is authorized by referendum. Amends the Home Rule Municipal Retailers' Occupation Tax Act of the Illinois Municipal Code and the Home Rule Municipal Service Occupation Tax Act of the Illinois Municipal Code. Provides that the maximum tax rate that is permitted in the City of Chicago under those Tax Acts is 1.25%, unless a higher rate is authorized by referendum. Preempts home rule powers. Effective immediately.

Requires a district's pupil discipline policy to conform to the standard student expulsion policy. IHDA-FORECLOSURE COUNSELING Amends the Illinois Housing Development Act. Provides that the Illinois Housing Development Authority shall establish and administer a foreclosure prevention counseling program and shall use moneys in the Foreclosure Prevention Counseling Fund and funds appropriated for that purpose to make grants to HUD-certified counseling agencies for home-ownership education and foreclosure prevention counseling. Amends the State Finance Act. Creates the Foreclosure Prevention Counseling Fund and provides for allocation of moneys in the Fund. Provides for the payment of license fees of $3,700 annually, including the foreclosure prevention surcharge (instead of $2,700 annually). Amends the Residential Mortgage License Act of 1987. Provides that an application for a license or a license renewal on or after July 1, 2008, shall include payment of a foreclosure prevention surcharge of $1,000. PENCD-CHIC FIRE-CITY CONTRBUTN

Amends the Chicago Firefighter Article of the Illinois Pension Code. In provisions allowing a reduction in the amount the city would otherwise be required to contribute to the fund due to certain refunds and interest thereon, provides that no reduction shall be allowed for a fiscal year following a fiscal year in which the funded ratio of assets to liabilities is less than 70%. Amends the State Mandates Act to require implementation without reimbursement.

PROP TX-BD OF REVIEW-ELECTIONS

Amends the Property Tax Code concerning the board of review in Cook County. Increases the number of commissioners from 3 to 5. Provides that from 2010 to 2012, the 2 additional commissioners are elected at-large from the portion of the county outside of the City of Chicago, and beginning in 2012, each commissioner is elected from one of 5 election districts in the county. Requires the State Board of Elections to reapportion the 5 election districts on a decennial basis by the use of a computer program. Sets forth the requirements of the computer program. Effective immediately.
