To amend the Homeland Security Act of 2002 to direct the Secretary of Homeland Security to issue regulations that require that any award fee under a cost-plus-award-fee contract entered into by the Department of Homeland Security shall be determined and paid based on a successful acquisition outcome that is specified in the contract, and for other purposes.

To reform acquisition practices of the Federal Government. 3/15/2007--Passed House amended.    (There is 1 other summary) Accountability in Contracting Act - Title I: Improving the Quality of Contracts - (Sec. 101) Requires the revision of the Federal Acquisition Regulation (FAR) within one year after the enactment of this Act to restrict the contract period of certain noncompetitive federal contracts in excess of $1 million to the minimum contract period necessary to: (1) meet the urgent and compelling requirements of the work to be performed under such contract; and (2) enter into another contract through the use of competitive procedures.
