Connecting Education and Emerging Professions Act of 2008 - Amends the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to establish a Connecting Education and Emerging Professions Demonstration Grant program awarding competitive matching grants to states and local educational agencies (LEAs) that partner with businesses, postsecondary institutions, workforce investment boards, labor organizations, or nonprofit community organizations. Health Information Technology Promotion Act of 2008 - Amends titles XI (General Provisions, Peer Review, and Administrative Simplification) and XVIII (Medicare) of the Social Security Act (SSA) to create safe harbors from civil and criminal penalties in current anti-kickback laws for providing certain health information technology and training services.Preempts state law imposing civil or criminal penalties where the conditions of this Act have been met.Requires the Secretary of Health and Human Services to report to Congress on the impact of such safe harbors.Directs the Secretary to encourage and facilitate the adoption of state reciprocity agreements for practitioner licensure in order to expedite the provision of telehealth services across state lines.Requires the Secretary to report to Congress on: (1) including coverage for telehealth services as part of Medicare home health [...]

Requires the quarterly adjustment of any contributions made.
