(Current law requires the Secretary to provide such child such health care as the Secretary determines is needed by the child for the spina bifida or any disability that is associated with such condition.) Provides that, if a manufacturer modifies a children's product or child care article that contains a phthalate to comply with such ban, it shall: (1) use an alternative to phthalates that is the least toxic; and (2) not use any of specified prohibited alternatives to phthalates. Fixes the compensation amount at $100,000, payable either to the employee or his or her eligible survivor.
