American Elections Act of 2008 - Amends the Help America Vote Act of 2002 to require, except as provided for under this Act, that all ballots and balloting material used in federal elections be only in the English language.

Amends the Voting Rights Act of 1965 to revise the requirement that certain jurisdictions provide ballots and other voting materials in languages other than English. Restricts such requirement to certain political subdivisions with populations of American Indians or Alaska Natives.

Make Provisional Ballots Count Act of 2008 - Amends the Help America Vote Act of 2002 to: (1) permit same-day voter re-registration at polling places on the date of election for individuals permitted to cast provisional ballots; and (2) require counting of provisional ballots cast by individuals determined to be registered to vote in the state or the congressional district, as appropriate.

Provisional Ballot Fairness in Counting Act of 2007 - Amends the Help America Vote Act of 2002 to revise requirements for the treatment of provisional ballots in federal elections.

Prohibits any election recount until all provisional votes have been counted. Requires the chief state election official, in determining whether to count a provisional vote, to review not only official registered voter lists but also any information an individual voter submitted during the registration process.

Requires a provisional ballot in a federal election to be treated as a voter registration application if it is rejected on the ground that the individual is not registered to vote in the election.

Voter Freedom Act of 2007 - Declares that an individual shall have the right to be placed as a candidate on, and to have his or her political party, body, or group affiliation in connection with such candidacy placed on, a ballot or similar voting materials to be used in a congressional election.

Requires the individual to file a petition with at least 1,000 signatures of registered voters in the congressional district (or 1,000 eligible voters in the district if the state does not provide for voter registration).

Specifies the period during which such a petition must be circulated.

Voting Integrity and Verification Act of 2007 - Amends the Help America Vote Act of 2002 to require each voting system purchased after December 31, 2012, and used in an election for federal office to produce an individual permanent paper record for each ballot that is cast.

Requires the Director of the National Institute of Standards and Technology to establish a program to award cash prizes competitively to eligible persons that advance the research, development, demonstration, and application of voting systems which are specifically designed to enhance accessibility and provide independence for persons with disabilities during the voting process.

Secret Ballot Protection Act of 2007 - Amends the National Labor Relations Act to make it an unfair labor practice for: (1) an employer to recognize or bargain collectively with a labor organization that has not been selected by a majority of the employees in a secret ballot election conducted by the National Labor Relations Board; and (2) a labor organization to cause or attempt to cause an employer to recognize or bargain collectively with a representative that has not been selected in such manner.

Allows absentee ballots in federal elections to be mailed free of postage, except for any mail matter transmitted under the provisions of the Uniformed and Overseas Citizens Absentee Voting Act.

Directs the Secretary of the Interior to ensure that questions on the ballot of the 2008 general election in American Samoa ask whether: (1) individuals born in American Samoa should become citizens of the United States; (2) the Senators of the American Samoa Fono should be elected by the qualified electors from the respective counties that they are to represent; and (3) American Samoa should have its own federal district court with limited jurisdiction.

Vote by Mail Act of 2007 - Directs the Election Assistance Commission to establish a Vote by Mail program of grants to participating states solely for implementation of procedures for the conduct of all elections by mail at the state or local level.

Directs the Comptroller General to evaluate and report to Congress on the benefits of broader implementation of mail-in voting in elections.

Vote by Mail Act of 2007 - Directs the Election Assistance Commission to establish a Vote by Mail program of grants to participating states solely for implementation of procedures for the conduct of all elections by mail at the state or local level.

Directs the Comptroller General to evaluate and report to Congress on the benefits of broader implementation of mail-in voting in elections.

Mail-In Ballot Tracking Act of 2007 - Amends the Help America Vote Act of 2002 to require each state and jurisdiction which transmits ballots by mail in the administration of a federal election to implement appropriate procedures to ensure that the ballots (except those of absent overseas and military voters) may be tracked.

Authorizes appropriations for requirements payments to states for FY2008.

Count Every Vote Act of 2007 - Amends the Help America Vote Act of 2002 with respect to : (1) voter verification and mandatory auditing by state officials; (2) provisional ballots and requirements for casting and counting them; (3) shortening of voter wait lines; (4) equitable allocation of voting systems, poll workers, and election resources; (5) absentee balloting; (6) training of poll workers; (7) standards for purging voters; (8) an election day registration grant program; (9) standards for early voting; (10) voter registration and identification; (11) prohibition of deceptive practices and certain campaign activities; (12) voting rights of individuals convicted of criminal offenses; (13) election day as a public holiday; and (14) the Election Assistance Commission.
