To establish national standards for discharges from cruise vessels into the waters of the United States, and for other purposes. 7/8/2008--Introduced. Clean Cruise Ship Act of 2008 - Prohibits cruise vessels calling on U.S. ports from discharging sewage, graywater, or bilge water into U.S. waters unless: (1) the treated effluent meets specified effluent limits and management standards; (2) the vessel is proceeding at not less than six knots; (3) the vessel is not less than 12 nautical miles from shore; and (4) the vessel is not in a no discharge zone. Prohibits the discharge of sewage sludge, incinerator ash, or hazardous waste into U.S. waters and requires it to be off-loaded at appropriate land-based facilities. Prescribes exceptions for: (1) discharges solely to secure the safety of a vessel or to save a life at sea; and (2) Alaskan vessels until 10 years after enactment.Requires the Administrator of the Environmental Protection Agency (EPA) to promulgate such effluent [...]

A bill to require the Secretary of Energy to enter into cooperative agreements with private entities to share the cost of obtaining construction and operating licenses for certain types of recycling facilities, and for other purposes. 6/26/2008--Introduced. Strengthening Management of Advanced Recycling Technologies Act of 2008 or the SMART Act of 2008 - Requires the Secretary of Energy to offer to enter into cooperative agreements with specified persons, municipalities, or electric utilities to: (1) develop licensing documentation and technical criteria for new recycling plants; (2) conduct specified design and engineering work on recycling technology designs; and (3) share the cost of obtaining construction and operating licenses for specified used fuel recycling facilities. A bill to enhance the management and disposal of spent nuclear fuel and high-level radioactive waste, to assure protection of public health safety, to ensure the territorial integrity and security of the repository at Yucca Mountain, and for other purposes. 5/23/2007--Introduced. Nuclear Waste Access to Yucca Act - Withdraws specified lands in Nye County, Nevada, permanently from any form of entry, appropriation, or disposal under the public land laws, including: (1) the mineral leasing laws; (2) the geothermal leasing laws; (3) materials sales laws; and (4) the mining laws. Transfers jurisdiction over such lands to the Secretary of Energy. Reserves use of such lands for certain activities associated with the disposal of high-level radioactive waste and spent nuclear fuel under the Nuclear Waste Policy Act of 1982. Solid Waste Interstate Transportation Act of 2007 - Amends the Solid Waste Disposal Act to prohibit a landfill or incinerator (facility) from receiving out-of-state municipal solid waste (MSW) for disposal or incineration unless the waste is received pursuant to a new or existing host community agreement or an exemption from this prohibition (which may be limited by the state). Establishes conditions for exemptions. Authorizes states to establish limits on the amount of out-of-state MSW received annually for disposal at each facility. Sets the limitation amount for any facility that began receiving documented out-of-state waste before enactment of this Act at the amount received during 1993 (or first subsequent year of documentation). To amend the Food, Drug, and Cosmetic Act and the egg, meat, and poultry inspection laws to ensure that consumers receive notification regarding food products produced from crops, livestock, or poultry raised on land on which sewage sludge was applied. 1/4/2007--Introduced. Sewage Sludge in Food Production Consumer Notification Act - Amends the Federal Food, Drug, and Cosmetic Act, the Egg Products Inspection Act, the Federal Meat Inspection Act, and the Poultry Products Inspection Act to deem as adulterated food that is: (1) produced on land on which sewage sludge was applied; (2) derived from poultry that were raised, or that consumed animal feed produced, on such land; and (3) derived from livestock that grazed, or consumed animal feed produced, on such land.
