Calls on: (1) the President to develop a national AIDS strategy; (2) the federal government to partner with African-American communities to develop strategies to reduce and reverse the impact of the epidemic; (3) the Department of Health and Human Services (HHS) to increase education and outreach regarding HIV prevention, testing, and treatment; and (4) the people of the United States to educate themselves about HIV infection and the ways in which they can protect themselves.

Designates June 27, 2008, as National HIV Testing Day.

Encourages: (1) state and local governments to recognize such day, publicize its importance, encourage individuals to undergo counseling and testing for HIV and other sexually transmitted infections, and establish and maintain effective linkages to care and treatment services for individuals testing positive; (2) use of rapid test kits approved by the Food and Drug Administration (FDA) as a fast and efficient method of HIV testing; (3) media organizations to carry messages in support of the Day; and (4) the President to emphasize the importance of addressing the HIV/AIDS epidemic among all individuals in the United States, especially among minority communities.

Expresses support for the development of a national AIDS strategy with clear goals and objectives to reduce new HIV infections, especially among minorities.

Expresses support for: (1) the goals and ideals of National Caribbean American HIV/AIDS Awareness Day. Recognizes the third anniversary of observing that day; and (2) the development of a national AIDS strategy with clear goals and objectives to reduce new HIV infections, especially among communities of color.

Encourages: (1) state and local governments to recognize that day, publicize its importance, and encourage Caribbean Americans, Caribbean-born individuals, and all people in the United States and its territories to know their status and undergo HIV testing; and (2) media organizations to carry messages in support of that day.

Amends the Foreign Assistance Act of 1961 to prohibit the provision of assistance to combat HIV/AIDS, tuberculosis, and malaria to a country that expended funds from its own budget on developing or sustaining an active space exploration and research program or for nuclear weapons design, development, or maintenance.

Save Lives First Act of 2008 - Amends the United States Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003 to allocate FY2009-FY2013 HIV/AIDS assistance as follows: (1) at least 55% for therapeutic medical care of individuals infected with HIV; and (2) at least 5% percent to expand the use of rapid HIV/AIDS testing, of which at least 25% shall be expended for assistance to countries that have adopted a national policy of universal rapid HIV/AIDS diagnosis of all patients of publicly funded facilities, including pregnant women and newborns.

Requires the President to ensure that, by the end of FY2013, specified HIV/AIDS treatment, testing, and intervention goals have been met.

Designates March 20, 2008, as Second Annual National Native HIV/AIDS Awareness Day.

Recognizes the seriousness of the spread and threat of the human immunodeficiency virus and acquired immunodeficiency syndrome (HIV/AIDS) epidemic in American Indian and Alaska Native communities.

Encourages federal, state, and tribal governments, as well as Indian organizations and health care providers, to coordinate efforts in HIV/AIDS testing and in promoting prevention activities to reduce infection rates among American Indians and Alaska Natives.

United Nations Population Fund Restoration Act of 2008 - Requires that funds for a U.S. contribution to the United Nations Population Fund be used to: (1) provide equipment, medicine, and supplies to ensure safe childbirth and emergency obstetric care; (2) provide contraceptives for the prevention of unintended pregnancies and the spread of sexually transmitted infections, including HIV/AIDS; (3) prevent and treat cases of obstetric fistula; (4) reestablish maternal health services in areas where medical infrastructure have been destroyed or limited by natural disasters or armed conflict; (5) promote abandonment of harmful traditional practices, including female genital mutilation and child marriage; and (6) promote the access of unaccompanied women and other vulnerable people to vital services.
