Authorizes the Chairman and Ranking Minority Member of the Permanent Subcommittee on Investigations of the Committee on Homeland Security and Governmental Affairs, acting jointly, to provide to law enforcement officials, regulatory agencies, and other entities or individuals duly authorized by federal, state, or foreign governments, records of the Subcommittee's investigation into tax haven financial institutions, their formation and administration of offshore entities and accounts for use by U.S. clients, and the impact of those activities on tax compliance in the United States.

Authorizes: (1) Carol Woodcock to testify in the cases of State of Maine v. Douglas Rawlings, Jonathan Kreps, James Freeman, Henry Braun, Robert Shetterly, and Dudley Hendrick, except concerning matters for which a privilege should be asserted; and (2) the Senate Legal Counsel to represent Carol Woodcock, and any other employee of the Senator from whom evidence may be sought in such cases.

Authorizes: (1) Dorothy Anderson and Blayne Garth Glissman, Jr. to testify in the case of State of Nebraska v. Pamir J. Safi, except concerning matters for which a privilege should be asserted; and (2) the Senate Legal Counsel to represent Dorothy Anderson and Blayne Garth Glissman, Jr. in such case.

Declares that: (1) the Member from California, Mr. Stark, by his despicable conduct, has dishonored himself and brought discredit to the House and merits its censure; and (2) such Member is censured.

Provides amounts for expenses of the House Select Committee established under H.Res. 611 (raising a question of the privileges of the House) to: (1) investigate the circumstances surrounding the record vote requested on the motion to recommit to H.R. 3161 (Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2008), including the Chair's ruling over the Parliamentarian's objections; and (2) report to the House on certain actions and recommendations.

Authorizes the Chairman and Ranking Minority Member of the Permanent Subcommittee on Investigations of the Committee on Homeland Security and Governmental Affairs, acting jointly, to provide to federal or state law enforcement or regulatory agencies and officials records of the Subcommittee's investigation into abusive practices by the credit counseling industry.

Directs the Select Committee to Investigate the Voting Irregularities of August 2, 2007, to investigate and include in its initial report findings and resulting recommendations concerning the actions of a specified Member while presiding over the House of Representatives on August 3, 2007, at the time the Republican Leader offered H. Res. 612 (raising a question of the privileges of the House) and the actions which led to the differences between the statements in the Congressional Record and those actually spoken on that day.

Requires the Congressional Record for the legislative day of August 3, 2007, to be corrected to reflect verbatim the words actually spoken during consideration of H. Res. 612.

Requires the Committee on Standards of Official Conduct to review immediately the regularity of events surrounding the vote on the motion to recommit on H.R. 3161 (Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2008), which occurred on August 2, 2007, and report back to the House of Representatives.

Directs the Officers of the House of Representatives to preserve immediately all records, documents, recordings, electronic transmissions, or other material, regardless of form, related to the voting irregularities of August 2, 2007.

Establishes a select committee to: (1) investigate the circumstances surrounding the record vote requested on the motion to recommit to H.R. 3161, including the Chair's ruling over the Parliamentarian's objections; (2) report to the House regarding the actions of any Members, officers, or employees of the House engaged in the disenfranchisement of Members in voting on the question of the requested record vote; and (3) recommend changes to House rules and procedures necessary to protect the voting rights of constitutionally elected Members chosen by the people of the United States of America.

Declares that, by certain actions on August 3, 2007, a specified Member has brought dishonor and discredit to the U.S. House of Representatives by misusing the powers of the chair.

Authorizes: (1) Matthew Cheroutes and any other employees of Senator Salazar's office from whom testimony may be required to testify in the cases of City and County of Denver v. Susan I. Gomez, Daniel R. Egger, and Carter Merrill, except concerning matters for which a privilege should be asserted; and (2) the Senate Legal Counsel to represent Matthew Cheroutes and other employees of Senator Salazar's staff in such cases.

Declares that the Member from Pennsylvania, Mr. Murtha, has been guilty of a violation of the Code of Official Conduct and merits the reprimand of the House for the same.

Zawada, except concerning matters for which a privilege should be asserted; and (2) the Senate Legal Counsel to represent Katie Landi and other employees of Senator McCain's staff in such cases.

Directs the Senate Legal Counsel to appear as amicus curiae on behalf of the Senate in support of Appellee Brad Hanson in Office of Senator Mark Dayton v. Brad Hanson, to protect the Senate's interest in the proper application of the Speech or Debate Clause to civil actions brought under the Congressional Accountability Act.

Authorizes the former detailee of the Committee on the Judiciary, Steven M. Dettelbach, to provide a declaration for use in the administrative proceeding In re George A. Runkle, Jr., OARM-WB No. 06-2.

Authorizes: (1) Kellie Lute and other employees of Senator Gordon Smith's office to testify and produce documents in State of Oregon v. Rebecca Michelson, Michele Darr, and Vernon Huffman, except concerning matters for which a privilege should be asserted; and (2) the Senate Legal Counsel to represent Kellie Lute and such other employees in those cases.

Disapproves certain actions taken by the Majority on the Committee on Rules (refusal to produce for the Ranking Member a copy of a letter from another Minority Member requesting withdrawal of an amendment he had submitted for the Committee's consideration regarding H.Res. 78).

Directs the Chairwoman of the Committee to undertake practices to prevent future occurrences.

Expresses the sense of the House of Representatives that, if there is an ongoing criminal investigation into the activities of a Member of the House, the Member's congressional office may be subject to searches and seizures by appropriate executive branch officials in possession of a valid court order.
