All Ohio Legislation - Federal Government

Grants congressional consent to and approval of the Great Lakes - St. Lawrence River Basin Water Resources Compact as set forth in this resolution's preamble.

Declares that current laws provide protection sufficient to prevent Great Lakes diversions until a Great Lakes water compact is ratified and enforceable.

Reserves the right to alter, amend, or repeal this resolution.

Recognizes: (1) the National Aeronautics and Space Administration (NASA) for 50 years of scientific and technological excellence; (2) NASA for the historic landing of the Phoenix Mars Lander on May 25, 2008; (3) the importance of the Phoenix mission to NASA's long-term Mars Exploration Program; (4) the importance of contributions made by NASA Glenn Research Center to the NASA space program, including to Mars and moon missions; and (5) the importance of NASA's Human Research Program, and Glenn Research Center's contributions to such program, to the health and safety of all NASA astronauts.

Recognizes the efforts of the Ohio Department of Mental Health and the Ohio Department of Alcohol and Drug Addiction Services to decrease the stigma associated with mental health and substance use disorders through the "Think Outside the Stigma" campaign.

Encourages every American to work toward overcoming the stigma associated with such disorders.

Designates the facility of the United States Postal Service located at 14500 Lorain Avenue in Cleveland, Ohio, as the "John P. Gallagher Post Office Building."

Requires the Secretary of Energy to establish a program to provide health care benefits for workers who: (1) have been employed by a Department of Energy (DOE) contractor to perform duties under a contract for environmental remediation, waste management, decontamination and decommissioning, maintenance, security, and administrative activities at the Fernald Closure Project (Harrison, Ohio), the Mound Closure Project (Miamisburg, Ohio), or the Rocky Flats Environmental Technology Site (Golden, Colorado); and (2) would have qualified for health care benefits available for retirees had the individual's employment not been terminated as a result of the accelerated closure of the site.

Authorizes the Secretary of Veterans Affairs to carry out major medical facility projects (projects) in FY2009 in: (1) Palo Alto, California; (2) Lee County, Florida; (3) San Juan, Puerto Rico; and (4) San Antonio, Texas.

Authorizes the Secretary to carry out projects in FY2009, as originally authorized under the Veterans Benefits, Health Care, and Information Technology Act of 2006, for Department of Veterans Affairs (VA) medical centers in Denver, Colorado, and New Orleans, Louisiana.

Authorizes the Secretary to carry out specified major medical facility leases (leases) in Arizona, California, Colorado, Florida, Georgia, Ohio, Oregon, Puerto Rico, South Carolina, and Wisconsin.

Authorizes appropriations for projects and leases authorized under this Act.

Declares that the Senate has heard with profound sorrow and deep regret the announcement of the death of the Honorable Howard Metzenbaum, a former member of the U.S. Senate.

Declares that when the Senate recesses on March 13, 2008, it stand in recess as a further mark of respect to the memory of Senator Metzenbaum.
