Libraries - Declares that contracts for public libraries between a local legislative body and the state library and archives management board shall be subject to modification by mutual agreement based upon exigent circumstances. - Amends TCA Title 10.

Under present law, the state library and archives management board may contract with a local public library board for the purpose of establishing and funding library positions at the local library. If a local legislative body appropriates money for its library system, then the legislative body has to approve the contract before the contract may take effect.

This bill makes such contracts subject to modification based upon exigent circumstances by agreement of the local legislative body and the state library and archives management board.
