Requires the Administrator of the Energy Information Administration to study and report to Congress on the potential transportation fuel savings of imposing a national speed limit on highways on the Interstate System of 60 miles per hour. Requires the Comptroller General of the United States to study and report to specified congressional committees on whether additional gasoline reduction measures by federal departments, agencies, and Congress are technically feasible.
