Amends the Alaska National Interest Lands Conservation Act (ANILCA) to repeal the prohibition against producing oil and gas from the Arctic National Wildlife Refuge (ANWR). Sets forth an oil and gas leasing program for the Alaskan Coastal Plain, including the Refuge.
