Prohibits any entity that is a party to an insurance policy oragreement, an extended service agreement, a vehicle maintenance agreement, orother written indemnification agreement under which it has agreed or agrees topay for vehicle repair services for a vehicle that is registered in a county orcity embraced by the Hampton Roads Transportation Authority or the NorthernVirginia Transportation Authority to require or recommend that the vehicleowner utilize a repair facility in a city or county that is not embraced by theHampton Roads Transportation Authority or the Northern Virginia TransportationAuthority, unless it provides the vehicle owner the option of utilizing arepair facility in a city or county that is embraced within the area of theHampton Roads Transportation Authority or the Northern Virginia TransportationAuthority.

Hampton Roads Transportation Authority. Revises thenumber of members needed for a quorum at meetings of the Authority and thenumber of affirmative votes required to impose taxes, fees, or tolls. The billalso eliminates references to phase two projects and adds improvements to theHampton Roads Bridge Tunnel to the list of Authority projects. Additionally,it eliminates, for Hampton Roads, the 5 percent sales and use tax on vehiclerepairs, the initial vehicle registration fee, the congestion relief fee, andthe increased commercial real estate tax. Finally, the bill increases, forHampton Roads, the tax on motor fuels from 2 percent to 5 percent, the carrental fee from 2 percent to 5 percent, and the annual vehicle license fee from$10 to $50.
