Department of Environmental Quality. Amends legislationpassed during the 2007 Session of the General Assembly to consolidate theexisting three citizen boards—the State Air Pollution Control Board, the StateWater Control Board, and the Waste Management Board—into one 11-member citizenboard. The existing three citizen boards would retain authority over anyapplications for permits and amendments pending before the end of 2007 untilthe earlier of the resolution of the application or June 30, 2010.

Public Procurement Act; verification of legal presence.Requires all public contractors and their subcontractors to register andparticipate in a federal Electronic Work Verification Program or similar electronicverification of work authorization program to determine that their employeesand individual independent contractors are legally eligible for employment inthe United States. Contractors and subcontractors are required to verify the employmentstatus of their employees and independent contractors, and are prohibited fromemploying or contracting with an individual who is not determined to be legallyeligible for employment in the United States as determined through theverification of the individual's status. Contractors who do not register andparticipate in the registration program are ineligible for prequalification.

Regulation of firearms by state entities. Prohibits astate agency, council, commission, or other entity from adopting any rules,regulations, or policies governing the purchase, possession, transfer,ownership, carrying, storage, or transporting of firearms, ammunition, orcomponents or combinations thereof, unless expressly authorized by statute. Theprohibition does not apply to state, local, and regional correctionalfacilities or mental health facilities, nor is it to be construed to prohibit alaw-enforcement officer from acting within the scope of his duties. Any rule,regulation, or policy adopted prior to July 1, 2007, except for thosespecifically authorized by statute, will be invalid.
