Provides that the permitted size and weight of these loads may not exceed the limits allowed on State highways. Effective immediately.

Provides that, if a damaged vehicle is obstructing traffic lanes, the driver of the vehicle must make every reasonable effort to move the vehicle or have it moved so as not to block the traffic lanes. Provides that, if any peace officer or highway authority official finds a vehicle standing upon a highway in violation of a parking restriction or a disabled vehicle blocking a roadway, he or she may move the vehicle, require its operator to move the vehicle, or provide for its removal by a third party. Provides that the vehicle may be moved to the shoulder of the road, to a position where parking is permitted, or to public parking or storage premises. Provides that a towing service is not liable for any loss or damages to real or personal property that occurs as a result of the removal or towing of the vehicle. Amends the Illinois Vehicle Code. Provides that the driver of a vehicle overtaking a bicycle or individual proceeding in the same direction on a highway must maintain a distance of at least 3 feet between the vehicle and the bicycle or individual. Provides that a bicycle rider may signal a right turn by extending his or her right hand horizontally and to the right side of the bicycle. Provides that the rider of a bicycle or a motorized pedal cycle shall ride as close to the right-hand curb or edge as practicable and safe (rather than as close as practicable), except in specified circumstances. Provides that, in addition to the existing exceptions, the rider is not required to ride as close to the right-hand curb or edge as practicable and safe when the rider is approaching a place where a right turn is authorized.

Amends the Toll Highway Act. Provides that the Illinois State Toll Highway Authority shall provide that vehicles owned or operated by the Suburban Bus Division of the Regional Transportation Authority to transport passengers for hire are exempt from paying tolls for operation on highways under the Authority's jurisdiction. Provides that the provision allowing the vehicles to use the Toll Highway System without payment of tolls shall not be applied in a manner that impairs the rights of the holders of bonds issued by the Authority.

Requires the Department of Revenue to assist the Department of Transportation in developing and maintaining a list and map of all refueling stations that provide E85 blended fuel. Amends the Illinois Highway Code. Provides that, beginning July 1, 2007 and through June 30, 2012, the Department of Transportation must include the locations of all refueling stations that provide E85 blended fuel on maps published and road signs installed by the Department. Effective immediately.

Amends the Illinois Highway Code. Provides that a municipality that is located partially or wholly in a county with a population greater than 500,000 but less than 3,000,000 under specified conditions may expend Motor Fuel Tax street or road funds (except Federal-aid funds) on streets or highways or sections of highways without prior review or approval of the Department of Transportation for routine maintenance activities as determined by the Department, including without limitation snow plowing, street cleaning, crack-sealing, and road patching; and routine and periodic roadway resurfacing activities (including grinding off the surface course of roads, but not involving expansions or reconstruction of more than 20% of the affected road bed). Effective immediately.
