Urges and requests the Department of Health and Hospitals to collect patient specific data from hospitals and other health care facilities on the amount and type of uncompensated care provided.

Prohibits legislators and certain other elected officials from entering into contracts with the state and certain political subdivisions thereof unless competitively bid under the Public Bid Law. (gov sig)

Requests DHH to develop and implement cost control mechanisms for the Long-Term Personal Care Services program and the New Opportunities Waiver.

Requests the Department of Health and Hospitals to study all aspects of Senate Bill No. 402 of the 2008 Regular Session relative to the allocation of uncompensated care payments.

Requests the Dept of Health and Hospitals to work in conjunction with statewide medical organizations representing pediatric physicians to prepare and disseminate written materials, at appropriate literacy levels, containing information about proper care and support for pre-term infants.

Requests the Department of Health and Hospitals to investigate the high rates of cancer in Livonia.

Requests the Dept. of Health & Hospitals to study and/or consider a provision of providing non-emergency transportation for new mothers to allow them to visit the hospital and bring their breast milk for their babies.

Requests the Department of Health and Hospitals, with assistance from the U. S. Food and Drug Administration and the Interstate Shellfish Sanitation Conference, to perform a cost-benefit analysis and economic impact study before promulgation of rules relating to the Vibrio parahaemolyticus and Vibrio vulnificus management plans.

Urges DHH and the Louisiana State University system to study the use of electronic medical records for certain mental health patients.
