Adds any time on or after September 11, 2001 and until Congress or the President orders that persons in service are no longer eligible for the Global War on Terrorism Expeditionary Medal to the list of periods of hostilities.

Amends the Code of Criminal Procedure of 1963. Provides that an emergency situation in which a law enforcement officer may use an eavesdropping device without prior judicial approval also occurs in a situation involving an investigation of cannabis trafficking under the Cannabis Control Act, controlled substance trafficking under the Illinois Controlled Substances Act, or a gang-related offense as defined in the Illinois Streetgang Terrorism Omnibus Prevention Act. Provides that in all such cases, an application for an order approving the previous or continuing use of an eavesdropping device must be made within 96 (rather than 48) hours of the commencement of such use. Deletes language providing that notice to the parties whose conversations are overheard with the use of an eavesdropping device must be made no later than 90 days after the filing of an application for an order of authorization.

Amends the Criminal Code of 1961. Provides that any person of the age of 21 years and upwards who with the intent to promote or facilitate the commission of a gang-related offense, as defined in the Illinois Streetgang Terrorism Omnibus Prevention Act that is either a felony or misdemeanor, solicits, compels, or directs any person under the age of 17 years in the commission of the offense commits the offense of contributing to the criminal delinquency of a juvenile and is legally accountable for the gang-related offense committed by the person under the age of 17 years as a result of such solicitation, compulsion, or direction. Provides that the penalty for contributing to the criminal delinquency of a juvenile under this provision is the same as the penalty for the offense committed by the person under 17 years of age as a result of the solicitation, compulsion, or direction by the person of the age of 21 years and upwards.

Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Provides that the registry of health care professionals shall be accessed for the planning for the possibility of an act of bioterrorism or other public health emergency.
House Amendment No. 1 Provides that there is no rulemaking authority under the amendatory Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion.

Creates the War on Terrorism Veterans Act. Provides that a memorial honoring persons who earned the Southwest Asia Service Medal serving in either Operation Enduring Freedom or Operation Iraqi Freedom may be constructed by a private entity on a portion of the State property in Oak Ridge Cemetery. Effective immediately.
House Amendment No. 1 Provides that the memorial shall honor persons who earned (i) the Southwest Asia Service Medal, (ii) the Afghanistan Campaign Medal for service in Operation Enduring Freedom, (iii) the Iraqi Campaign Medal for service in Operation Iraqi Freedom, or (iv) the Global War on Terrorism Expeditionary Medal for service in either Operation Enduring Freedom or Operation Iraqi Freedom.
