COGFA-IMMIGRATION STUDY

Amends the Commission on Government Forecasting and Accountability Act. Requires the Commission to conduct a study, compile data, and make a report by January 1, 2008 concerning the economic effects, both inflows and outflows, of illegal immigration on the public and private economies of Illinois. Repeals the new provisions on July 1, 2008. Effective immediately.

COMM COLL-ENGLISH INITIATIVE Amends the Public Community College Act. Requires the Illinois Community College Board to establish and administer a We Want to Learn English Initiative to provide resources for immigrants and refugees in this State to learn English in order to move towards becoming full members of American society. Provides that each fiscal year, the Board shall include in its budget proposal $25,000,000 in funding for the Initiative. Provides that no less than half of the funds appropriated for the Initiative each fiscal year shall be disbursed to community-based, not-for-profit organizations, immigrant social service organizations, faith-based organizations, and on-site job training programs. LAPSE PERIOD SPENDING-LIMITS

Amends the State Finance Act concerning fiscal year limitations on expenditures with respect to certain tuition reimbursement claims, veteran's medical payments, medical and child care payments, substance abuse treatment payments, Immigration Reform and Control Fund payments, and medical payments for persons suffering various conditions, all of which now may be paid without regard to the fiscal year in which the liability was incurred. Sets dollar amount limits on what may be expended per fiscal year through October 1, 2017, after which the payments for liabilities incurred may be paid only during the 2-month period following the end of the fiscal year. Effective immediately.

IL CARES RX-COVERED RX DRUGS Amends the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. In provisions concerning the pharmaceutical assistance program ("Illinois Cares Rx"), provides that for Eligibility Group 1 (persons who are not eligible for Medicare Part D coverage and who meet certain other requirements), "covered prescription drug" means those drugs covered by the Medical Assistance Program under the Illinois Public Aid Code (instead of any of 10 specified types of drugs).  Fiscal Note (Dept. of Healthcare & Family Services) Although the synopsis reads non-duals only, the additional cost of dual wrap plans has been included in the estimate as that is how the body of the bill reads. UNAUTHORIZED ALIENS-EMPLOYMENT Creates the Unauthorized Alien Employment Prohibition Act and amends the Illinois Income Tax Act, the Illinois Human Rights Act, and the Right to Privacy in the Workplace Act. Provides that an employer shall not intentionally or knowingly employ an unauthorized alien. Provides for investigation of complaints. Provides for actions against an employer by the State's Attorney. Provides that the court may, depending upon the circumstances and with specified exceptions: order an employer to terminate the employment of unauthorized aliens; impose probationary periods; require affidavits or reports; or order suspension or revocation of certain licenses held by the employer. Provides that upon admission of a committed person to a facility of the Department of Corrections or to a facility of the Department of Juvenile Justice and upon the discharge of such person from either such Department, each such Department, if it suspects that such person is an alien of the United States who is unlawfully present within the United States in violation of the federal Immigration and Nationality Act shall notify the Department of Homeland Security, U.S. Immigration and Customs Enforcement (ICE) of the admission or discharge of such alien from the facility. Directs the Department of Healthcare and Family Services to provide a monthly report to the Illinois General Assembly of those enrolling or re-enrolling in the All Kids program in the previous month and specify (i) which of those new and re-enrolled children were made eligible by the provisions creating the Covering ALL KIDS Health Insurance Act and (ii) which of these enrolled children did not provide documentation of immigration status at the time of initial enrollment or subsequent re-enrollment in the All Kids program.

CARNIVAL RIDE SAFETY-PENALTIES Amends the Carnival and Amusement Rides Safety Act. Provides that an owner or operator of an amusement ride or amusement attraction at a carnival or fair that violates the Act or a rule adopted under the Act is subject to a civil penalty not to exceed $2,500 per violation for a first violation and not to exceed $5,000 for a second or subsequent violation. Provides that each day the violation continues constitutes a separate violation. Amends the Electrologist Licensing Act.
