Creates the Returning Veterans' Homestead Exemption, under which an exemption from the property's value is granted for residential property that is owned and occupied as a residence by a veteran for the tax year in which the veteran returns from active duty in an armed conflict involving the armed forces of the United States. In a Section concerning the Senior Citizens Homestead Exemption, provides that in all counties (now, in counties with less than 3,000,000 inhabitants), the county board may by resolution provide that if a person has been granted the homestead exemption, the person qualifying need not reapply for the exemption. In a Section concerning the alternative general homestead exemption, extends the alternative exemption by an additional 3 years. Amends the Property Tax Code. Ends the current exemption for disabled veterans with the 2007 tax year. Provides that, beginning with the 2008 tax year, the total value of property that is owned and used as a homestead by (i) a disabled veteran (or his or her spouse), (ii) a veteran confined to a wheelchair (or his or her spouse), or (iii) the surviving spouse of a veteran who died from service-connected causes while on active duty is exempt from taxation. Sets forth requirements for the exemptions. Provides that a surviving spouse may transfer the exemption to homestead property acquired after the veteran's death. Requires an annual application for the exemptions. Effective immediately.

Amends the Department of Veterans Affairs Act. Subject to appropriations, requires the Department to pay veterans service organizations for services provided by veterans service officers in processing claims and other benefits for veterans and their spouses or other beneficiaries residing in Illinois. Requires payment at the rate of $0.010 for each dollar of benefits obtained for veterans or their spouses or other beneficiaries. Sets forth criteria that a veterans service organization must meet.
Senate Committee Amendment No. 1 Adds an immediate effective date to the bill.
House Amendment No. 3 Deletes everything after the enacting clause. Reinserts the provisions of House Amendment 1. Provides that the payments to veterans service organizations are subject to appropriation. Provides that "veterans services" means the representation of veterans at federal hearings to secure certain benefits.

Sets forth requirements for the exemptions. Provides that a surviving spouse may transfer the exemption to homestead property acquired after the veteran's death. Requires an annual application for the exemptions. Effective immediately.
