Amends the Illinois Vehicle Code. Provides that bicycle riding events, whether for charitable, fundraising, or tourism purposes, that are held fully or partially on a highway shall not be unlawful when a riding event has been approved by the State or local authorities on a highway under their respective jurisdictions. Provides that approval of bicycle highway riding events shall be granted only under conditions that assure reasonable safety for all participants, spectators, and other highway users. Exempts, by agreement with the approving authority, participants in an approved bicycle highway riding event from compliance with any traffic laws that would otherwise be applicable, provided that traffic control is adequate to assure the safety of all highway users.

Effective immediately.

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that there is created in the Department a tourism authority to be known as the Illinois Tourism Authority. The Authority shall consist of 14 members appointed by the Governor representing the tourism industry and chosen to represent different regions of the State. Serving as ex-officio members of the Authority are the Director of the Department, the Director of the Illinois Bureau of Tourism, and the Lieutenant Governor. The members shall serve without compensation. Effective immediately.
