MINORITY FILM SUPPORT FUND Amends the State Finance Act. Creates a non-appropriated Fund, the Minority Film Support Fund, to be administered by the State Treasurer to help collateralize loans from financial institutions to minority film makers producing films or building or maintaining minority film and television studios when the institution's credit standards would not otherwise be met. CRIM PRO-CLOSED CIRCUIT TV Amends the Code of Criminal Procedure of 1963. Provides that whenever the appearance in person in court, in either a civil or criminal proceeding, is required of anyone held in a place of custody or confinement operated by the State or any of its political subdivisions, including counties and municipalities, the chief judge of the circuit by rule may permit the personal appearance to be made by means of two-way audio-visual communication, including closed circuit television and computerized video conference under specified conditions. Provides that the two-way audio-visual communication facilities must provide two-way audio-visual communication between the court and the place of custody or confinement, and must include a secure line over which the person in custody and his or her counsel, if any, may communicate. MENTAL HEALTH-SITE VISITS Amends the Mental Health and Developmental Disabilities Administrative Act. Provides that the Department of Human Services shall establish a system of regular and ongoing on-site inspections of each facility under its jurisdiction including surveillance procedures designed to identify and prevent abuse and neglect. Provides that the surveillance procedures must include, but not be limited to, the use of security cameras and the use of persons to perform covert investigations of the daily operation of the facility. Senate Committee Amendment No. 1 Deletes everything after the enacting clause. Amends the Mental Health and Developmental Disabilities Administrative Act. VIOLENT CRIME VICTIMS-ESCROW Amends the Criminal Victims' Asset Discovery Act. Changes the short title of the Act to the Criminal Victims' Asset Discovery and Escrow Account Act. Provides that the Act applies to persons convicted of violent crimes (rather than first degree murder, a Class X felony, or aggravated kidnapping). Provides that a person contracting with any person or the representative or assignee of any person convicted of a violent crime in this State, with respect to the reenactment of the violent crime, by way of a movie, book, magazine article, tape recording, phonograph record, radio or television presentation, or live entertainment, or from the expression of the convicted person's thoughts, feelings, opinions, or emotions regarding the crime if the expression represents the primary contents of a movie, book, magazine article, tape recording, phonograph record, radio or television presentation, or live entertainment, shall submit a copy of the contract to the [...]

AUTO PHONE DIALER-LIVE OPERATR

Amends the Automatic Telephone Dialers Act. Removes the exemption for autodialer calls placed on behalf of any political, charitable, public opinion polling, research survey, or radio or television broadcast rating organization. Provides that a violation of the Act is a petty offense and sets a fine of $500 per phone call for the first autodialer message in violation of the Act and a fine of $1,000 per phone call for each subsequent autodialer message in violation of the Act. Lists who may be fined. Effective immediately.

TOXIC PREVENTION-RESPONSIBILTY Amends the Brominated Fire Retardant Prevention Act. Changes the short title of the Act to the Persistent Bioaccumulative Toxic Prevention Act. Defines "brominated flame retardant" and "Agency". Beginning January 1, 2008, prohibits a person from manufacturing, processing, selling, offering for sale, distributing for sale, or distributing for use a mattress, mattress pad, an article of furniture, or any other product intended for indoor residential use if the product has a textile component containing decaBDE. Provides that, beginning January 1, 2010, a person may distribute for not manufacture, process, sell, offer for sale, sale, or distribute for use a television, computer, or other electronic device if the exterior casing of the devices contains decaBDE. DEVELOPMENTAL DISABILITY Amends the Code of Criminal Procedure of 1963. Provides that in a proceeding in the prosecution of an offense of criminal sexual assault, predatory criminal sexual assault of a child, aggravated criminal sexual assault, criminal sexual abuse, or aggravated criminal sexual abuse, the court may order that the testimony of a victim affected by a developmental disability be taken outside the courtroom and shown in the courtroom by means of a closed circuit television under certain conditions. Provides that "developmental disability" includes, but is not limited to, cerebral palsy, epilepsy, and autism. Amends the Rights of Crime Victims and Witnesses Act. BROMINATED FIRE RETRD PREV ACT Amends the Brominated Fire Retardant Prevention Act. Changes the short title of the Act to the Toxic Fire Retardant Prevention Act. Makes changes to the legislative findings. Defines "Agency" and "brominated flame retardant". Provides that beginning January 1, 2011, a person may not manufacture, process, or knowingly sell, offer for sale, distribute for sale, or distribute for use any of the following: (1) A mattress, mattress pad, an article of furniture, or any other product intended for indoor residential use if the product has a textile component containing decaBDE; or (2) A television, computer, or other electronic device if the exterior casing of the devices contains decaBDE. CRIM PRO-VIDEOTAPE TESTIMONY

Amends the Code of Criminal Procedure of 1963. Provides that in a proceeding in the prosecution of an offense of criminal sexual assault, predatory criminal sexual assault of a child, aggravated criminal sexual assault, criminal sexual abuse, or aggravated criminal sexual abuse, a court may order that the testimony of a victim who is a child under the age of 18 years or a moderately, severely, or profoundly mentally retarded person be taken outside the courtroom and shown in the courtroom by means of a videotape (presently just closed circuit television testimony is permitted). Provides that the parents or prosecuting attorney (presently the judge) must make the determination of whether to permit such out of court testimony. Eliminates exception for defendants who represent themselves pro se.
