WHOLESALE LIC/PRESC INTEGRITY Creates the Wholesale Licensure and Prescription Medication Integrity Act. Provides that every resident wholesale distributor who engages in the wholesale distribution of prescription drugs must be licensed by the Department, and every non-resident wholesale distributor must be licensed in this State if it ships prescription drugs into this State. Sets forth provisions concerning licensure, bond requirements, restrictions on transactions, a pedigree, prohibited acts, enforcement, and penalties. Amends the Regulatory Sunset Act to set a repeal date for the new Act of January 1, 2018. Amends the Pharmacy Practice Act of 1987 to make a related change. Effective immediately. BROADBAND ACCESS PASSENGR RAIL Creates the High Speed Internet Services and Information Technology Law and amends the State Finance Act. Provides that the Lieutenant Governor, with the advice of the Broadband Deployment Council, shall enlist a nonprofit corporation to implement a comprehensive, statewide high speed Internet deployment strategy and adoption initiative. Specifies the duties of the nonprofit organization. Provides that nothing in the High Speed Internet Services and Information Technology Law shall be construed as giving the Lieutenant Governor, the Broadband Deployment Council, the nonprofit organization, or other entities any additional authority, regulatory or otherwise, over providers of telecommunications, broadband, and information technology. HARASSING ELECTRONIC COMM Amends the Harassing and Obscene Communications Act. Creates the Cyberbullying Law. Provides that the offense of harassment through electronic communications also includes the use of electronic communication for making a harassing statement for the purpose of alarming, tormenting, or terrorizing a specific person on at least 2 separate occasions; or creating and maintaining an Internet website or webpage, which is accessible to one or more third parties for a period of at least 24 hours, and which contains harassing statements made for the purpose of alarming, tormenting, or terrorizing a specific person. HARASS&OBSCENE COMM-MINORS Amends the Harassing and Obscene Communications Act relating to the offense of harassment through electronic communications. Provides that it is a Class 4 felony to use an electronic communication to engage in a course of conduct that consists of contact by a person at least 18 years of age at the time of the commission of the offense with a person under 18 years of age at the time of the commission of the offense in which the course of conduct demonstrates a knowing disregard for the health, safety, and welfare of the contacted person. CRIM CD-SEX OFFENSES-CHILD Amends the Criminal Code of 1961. Provides that it is unlawful for a child sex offender to knowingly communicate, using the Internet or any other digital media, with a person under 18 years of age or with a person whom he or she believes to be a person under 18 years of age, unless the offender is a parent or guardian of the person under 18 years of age. Provides that a person over the age of 18 who fails to exercise reasonable care in ascertaining the true age of a minor, knowingly distributes to, or sends, or causes to be sent, or exhibits to, or offers to distribute, or exhibits any harmful material to a person that he or she believes is a minor is guilty of a Class A misdemeanor.
