SCH CD-STIPEND-HARD TO STAFF Amends the School Code. Requires the State Board of Education to establish and administer a program that provides stipends to teachers who choose to teach at hard-to-staff public schools in this State. Provides that under the program, if a teacher agrees to teach at a hard-to-staff school for 5 years, the teacher is entitled to a $20,000 stipend each year for those 5 years. Provides that the stipend may be paid out each year that the teacher teaches at a hard-to-staff school or may be paid as a lump sum after the teacher has completed 5 years of teaching at a hard-to-staff school. House Amendment No. 1 Deletes everything after the enacting clause. Reinserts the contents of the bill as introduced with the following changes. Defines "hard-to-staff school". PEN CD-TRS-SUBJECT SHRTGE AREA

Amends the Downstate Teacher Article of the Illinois Pension Code. In provisions defining "eligible employment" for the purpose of allowing teachers to return to teaching in subject shortage areas without impairing his or her retirement status or retirement annuity, removes the June 30, 2008 ending date. Includes language exempting the changes from provisions concerning new benefit increases. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

INC TX-CLASSROOM SUPPLY CREDIT

Amends the Illinois Income Tax Act. Allows an income tax credit for each individual taxpayer who is a teacher teaching in a school in Illinois. Provides that the amount of the credit is equal to 50% of the eligible classroom expenses made by the taxpayer during the taxable year, but the credit may not exceed $500. Defines "eligible classroom expenses" as the aggregate amount of nonreimbursed classroom expenses made by the taxpayer during the taxable year less $250. Provides that the credit may not be carried forward or back and may not reduce the taxpayer's liability to less than zero. Effective immediately.

PENSION CD-TRS-PREGNANCY LEAVE Amends the Downstate Teachers Article of the Illinois Pension Code. Allows a teacher to establish credit for certain leaves of absence due to pregnancy. Includes new benefit increase compliance language. Effective immediately. Senate Committee Amendment No. 1 Replaces everything after the enacting clause with the introduced bill with the following changes. Provides that the total credit for leave of absence due to pregnancy during employment under the System and for leave of absence due to pregnancy during employment outside the System that is similar or equivalent to teaching may not exceed 3 years. PENCD-CHGO TCHR-REFUND-AUGMENT

Amends the Chicago Teacher Article of the Illinois Pension Code. Eliminates the required contribution for converting past service to the augmented retirement formula, and provides for a refund of such contributions already paid. Also provides for recalculation of the pension and a lump sum payment of the difference between the augmented and unaugmented rates for certain pensioners. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

INC TAX-TEACHER CREDIT

Amends the Illinois Income Tax Act. Provides that elementary and secondary school teachers are entitled to a credit under the Act in an amount equal to personal expenditures made by the teacher for teaching materials. Provides that the credit is limited to $500 or the individual's tax liability, whichever is less. Effective immediately.

Urges the Governor to reconsider the catastrophic increases to the fees, deductibles, and co-payments for basic medical services provided in the Fiscal Year 2009 Teachers' Retirement Insurance Program benefit package and that $13 million be included in the Fiscal Year 2009 budget to sustain basic, affordable health benefits for teachers upon retirement and to prevent escalating out-of-pocket costs for retirees.

Provides that, when assessing payment for any amount due for salary increases in excess of 6%, the System shall exclude salary increases as a result of (i) accepting school-sponsored, extra-curricular assignments, (ii) a negotiated salary schedule, and (iii) the teacher attaining a master's degree. TEACHER HEALTH FUND-NO SWEEPS

Amends the State Employees Group Insurance Act of 1971. Provides that, notwithstanding any other law to the contrary, the Teachers Health Insurance Security Fund is not subject to sweeps, administrative charge-backs, or any other fiscal or budgetary maneuver that would in any way transfer any amounts from the Teachers Health Insurance Security Fund into any other fund of the State. Effective immediately.

SCH CD MANDATE WAIVER REPORT

Encourages the General Assembly to promptly review and evaluate the Report on Waiver of School Code Mandates filed by the State Board of Education to determine if the Report should be disapproved in whole or in part.

Replaces the provisions of the resolved clause of the resolution as introduced with (i) provisions disapproving certain school district requests for waivers relating to physical education, (ii) provisions approving for one year and disapproving for the remaining 4 years certain school district requests for waivers relating to driver education - behind-the-wheel instruction, general State aid and average daily attendance calculations, and substitute teachers, and (iii) provisions approving for up to $250 (or $350 in one case) and disapproving for the remaining amount certain school district requests for waivers relating to driver education - fee limits.
