Amends the Public Utilities Act. Makes provisions concerning advertising expenditures applicable to water and sewer utilities in addition to electric and gas utilities. Effective immediately.

TWP CD-SEWERAGE CHARGES Amends the Township Code. Provides that payment for delinquent charges for sewerage service to any premises may be enforced by discontinuing water service, sewerage service, or both to the premises. Provides that a water service provider shall discontinue water service to a premises upon receiving written notice from the township board or the township utility board that payments for sewerage service have become delinquent and shall not resume water service until the delinquency has been removed. Provides that the township board or township utility board may contract with privately owned public utilities for discontinuance of water service to delinquent premises. Provides that the township shall reimburse the water service provider for the costs of discontinuing and reestablishing water service. Effective immediately. CNTY CD-LAKE CNTY SEWER Amends the Counties Code. In a Section concerning water and sanitary facilities, provides that, in an unincorporated area of Lake County, any property or subdivision zoned for single family residential use on May 4, 2006 and located within 500 feet of a public sanitary sewer system shall have access to and the use of the sanitary sewer system. Senate Floor Amendment No. 1 Provides that, in the case of property that is located in an unincorporated area of Lake County and within 500 feet of a public sanitary sewer system, the property may be connected to that system via any public right-of-way, easement, or other property owned by the State or any municipality or political subdivision of the State. Provides that certain parties in unincorporated areas of Lake County that connect to a sanitary sewer system shall reimburse the original provider of the system for a pro rata share of the costs of construction and may utilize the system regardless [...]

UTILITIES-FIRE PROTECTION CHG Amends the Public Utilities Act. Provides that the Commission may authorize certain public utilities to impose a fire protection charge to meet the fire protection needs of customers (now, the fire protection needs of any municipality or public fire protection district is covered). Provides that any fire protection charge imposed shall reflect the costs associated with providing fire protection service as determined by the Commission for each service area of the public utility for which the Commission determines a separate revenue requirement. Amends the Illinois Municipal Code. Provides that the corporate authorities of any municipality that owns and operates a sewerage system may enforce payment of delinquent charges for its sewerage service by discontinuing water or sewerage service or both to the premises (now, the provision does not apply in counties with a population of more than 250,000 where the majority of the sewerage system's users are located outside of the municipality's corporate limits). Effective immediately.

UTILITIES-VILLAGE-WATERWORKS

Amends the Illinois Municipal Code. Provides that the Village of Woodridge may not acquire, construct, contract to construct, or maintain a waterworks or sewerage system outside of its corporate boundaries or planned boundaries without the approval by the Illinois Commerce Commission of a certificate of public convenience and necessity. Amends the Public Utilities Act. Provides that the Village of Woodridge shall not begin the construction of, or contract for the construction of, any waterworks or sewerage system outside of its corporate boundaries or planned boundaries unless and until it shall have obtained from the Commission a certificate that public convenience and necessity require such construction. Effective immediately.

Provides that a municipality may not acquire, construct, or maintain a waterworks or sewerage system outside of its corporate boundaries without the approval by referendum of a majority of the voters residing in the territory outside of the corporate boundaries that will be served by the waterworks or sewerage system. EPA-STORAGE TANK MAINTENANCE

Amends the Environmental Protection Act. Provides that, at least twice per calendar year, and more frequently if determined necessary by the Environmental Protection Agency, the operator of a filling station or motor-vehicle repair shop must wash or cleanse all vehicular-use areas of the facility to remove any and all residue, stains, or other matter remaining from oil spills and other spilled materials. Requires the operator to provide a positive mechanism to prevent the wash water or waste water from leaving the facility or discharging into any sewer system. Requires the operator to maintain records concerning the washing. Effective immediately.

PROP-DISCLOSE-SEWR LINE INSPEC

Amends the Real Estate Disclosure Act. Provides that the seller of residential property shall have the sewer line from the property to the sewer main, or in the case of a septic system to the septic tank, inspected by a licensed plumber using video camera inspection technology and shall attach a copy of the licensed plumber's written dated inspection report to the disclosure report. Provides that the seller's disclosure statement is based on the actual knowledge of the seller without any specific investigation, except for the licensed plumber sewer line inspection (instead of without any specific investigation).

Amends the Public Water District Act. Provides for compensation for public water district trustees who are appointed or elected (now, provides for compensation for trustees who are appointed only). Also provides that trustees for any public water district which acquires or constructs and maintains and operates sewerage properties in combination with its waterworks properties shall be paid a sum not to exceed $4,800 per year (now, $2,000 per year).
