ETHICS-STATE LEASES Amends the Election Code, the Illinois Procurement Code, and the State Property Control Act. Requires the State Board of Elections to develop and maintain on its website a searchable database, derived from political committees' finance reports, of contributors to candidates for and holders of the offices of Governor, Lieutenant Governor, Attorney General, Secretary of State, State Comptroller, and State Treasurer. Prohibits an executive branch State agency from executing a lease with a business entity if the business entity or any of its affiliates has made any campaign contribution of $150 to the officeholder responsible for awarding the lease during the 24 months before the general election at which that officeholder was first elected or re-elected to his or her current office and the officeholder's entire term. Redefines State and local political committees to include a person or group that takes action necessary under State law to attempt to qualify for placement of a name or public question on the ballot. STEM CELL INITIATIVE-TECH Creates the Illinois Stem Cell Initiative of 2007. Contains only a short title provision. Senate Committee Amendment No. 1 Deletes everything after the enacting clause. Creates the Stem Cell Research and Human Cloning Prohibition Act. Permits research involving the derivation and use of human embryonic stem cells, human embryonic germ cells, and human adult stem cells from any source, including somatic cell nuclear transplantation, and allows public funding for stem cell research programs. Requires the Department of Public Health to develop and administer the Illinois Regenerative Medicine Institute program to provide for the awarding of grants to Illinois medical research institutions. VEH CD-FARM TRUCK & TRAILER

Amends the Illinois Vehicle Code. Provides that registration plates for farm trucks and trailers may, at the vehicle owner's option, be issued for periods of 4 months, rather than one year. Provides that the Secretary of State shall provide by rule for the issuance and display of distinctive decals for each of the 4-month periods of the year. Provides that the owner of a truck or trailer registered under these provisions must affix the proper decal to the truck or trailer's registration plate in the manner prescribed by the Secretary. Effective January 1, 2008.

GOVT ETHICS-GIFT DISCLOSURES

Amends the Illinois Governmental Ethics Act and the Election Code. With respect to the disclosure of gifts in statements of economic interests, requires that (i) gifts to the spouse of the person making the statement and to immediate family members living in the same household are considered gifts to the person making the statement; (ii) gifts from persons and entities (now, entities) be disclosed; and (iii) the nature and value of each gift be specified. Requires that the State Board of Elections' website include with filed campaign finance reports (i) a notice that statements of economic interests contain information about public officials and candidates and (ii) a link to the Secretary of State website pages containing statements of economic interests of State officials and candidates. Effective July 1, 2007.

RECYCLABLE METAL PURCHASE LAW Amends the Copper Purchase Registration Law. Changes the short title to the Recyclable Metal Purchase Registration Law. Provides that, for each purchase of recyclable metal, a recyclable metal dealer must enter specified information on a form provided by the Department of State Police. Requires the recyclable metal dealer to: copy the seller's drivers license or state-issued identification card; photograph the items of recyclable metal purchased; and photograph the license plate and the side of the vehicle or conveyance on which the recyclable metal was delivered or use a security camera to record the license plate and the side of the vehicle or conveyance. Provides that security camera recordings must be retained for 90 days. Provides for reporting to local law enforcement and changes provisions exempting certain municipalities that provide for the registration of recyclable metal. VEH CD-SHEET METAL WORKER PLT Amends the Illinois Vehicle Code. Amends the Illinois Vehicle Code and the State Finance Act. Creates the Sheet Metal Workers International Association of Illinois Fund as a special fund in the State treasury. Provides for the issuance of Sheet Metal Workers International Association license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $25 at original issuance and at renewal. Provides that $10 of the additional original issuance fee and $23 of the renewal fee shall be deposited into the Sheet Metal Workers International Association of Illinois Fund. TOLL HIGHWAY-TOLL AMNESTY Amends the Toll Highway Act. Creates an amnesty program for toll violations under which a person who has an outstanding notice of violation for toll evasion or a final order of a hearing officer for toll evasion dated before the effective date of the amendatory Act and who pays to the Illinois State Toll Highway Authority specified percentage amounts remaining due on the notice of violation or final order of the hearing officer and the full fees and costs paid by the Authority to the Secretary of State relating to suspension proceedings within the specified time period is not required to pay more than the listed percentage of the original fine amount and outstanding toll and the full fees and costs paid by the Authority to the Secretary of State relating to suspension proceedings, if applicable.
