MIDWIFERY LICENSURE ACT Creates the Midwifery Licensure Act. Provides for the licensure of midwives by the Department of Financial and Professional Regulation. Grants rulemaking authority to the Department and provides that the rules shall include the establishment of criteria for licensure, professional conduct, and discipline. Creates the Illinois Midwifery Board. Sets forth provisions concerning informed consent, qualifications, licensure, title, continuing education, exemption from civil liability, and vicarious liability. Amends the Regulatory Sunset Act to set a repeal date for the new Act of January 1, 2018. Amends the Good Samaritan Act to provide for the exemption from civil liability. ADOLESCENT HEALTH CARE SAFETY Creates the Adolescent Health Care Safety Act. Provides that a person may not intentionally perform an abortion on a minor or on an incompetent person unless 48 hours' notice has been given to a specified adult family member or a member of the clergy. Provides for exceptions to the notice requirement. Requires a minor's consent to an abortion, except in the case of a medical emergency. Provides that the provision of information and counseling by a physician or counselor for a pregnant minor for decision making regarding pregnancy shall be in accordance with specified requirements. Requires the Department of Public Health to make certain reports. Provides that a physician who intentionally fails to comply with the Act shall be referred to the Medical Disciplinary Board for any appropriate action. CRIM PRO-INTEGRATED BALLIS ID Amends the Code of Criminal Procedure of 1963. Provides that a defendant may make a motion before the trial court that entered the judgment of conviction in his or her case for the performance of Integrated Ballistic Identification System testing on evidence that was secured in relation to the trial which resulted in his or her conviction, but which was not subject to the testing which is now requested because the technology for the testing was not available at the time of trial. MATH/SCI ACADEMY-I-CONNECT Amends the Illinois Mathematics and Science Academy Law. Requires the Illinois Mathematics and Science Academy to establish the I-Connect Computer Technology Program to provide 6th grade students and select teachers of participating schools with personal portable computers with age-appropriate and subject-appropriate learning software, professional development, and repair and warranty services. Creates an I-Connect Computer Technology Board. Provides for a report to the Governor and the General Assembly. Amends the State Finance Act to create the I-Connect Computer Technology Fund. PROMPT PAYMENT-BUDGET/PENALTY Amends the State Budget Law of the Civil Administrative Code of Illinois. Requires that the Governor's submitted budget include information concerning the amount and description of overdue bills and invoices under the State Prompt Payment Act. Amends the Prompt Payment Act. Accelerates the payment period from 60 days after the bill is submitted to 30 days after the bill is submitted. Increases the interest penalty from 1% to 1.5% if the payment is not made within 60 days after the bill is submitted.
