MOTOR FUEL TAX-ROAD IMPROVE Amends the Motor Fuel Tax Law. Imposes an additional tax of $0.06 cents per gallon on all motor fuel used in motor vehicles operating on the public highways, recreational type watercraft operating upon the waters, special fuel, and diesel fuel sold in this State. Provides that the proceeds of this tax must be deposited into the 8,000# Road Improvement Fund and distributed to municipalities, counties, and township road districts in the State for the purpose of improving roads and streets and of repairing damage to roads and streets caused by increased weight limits under the Illinois Vehicle Code. Amends the State Finance Act to create the 8,000# Road Improvement Fund. Amends the Illinois Highway Code. Increases, from $15,000,000 to $30,000,000, the amount appropriated for counties for the use of road districts for the construction of bridges 20 feet or more in length. Amends the Illinois Vehicle Code to increase various weight limits. Effective immediately.[...]

SUBURBAN RAILROAD REDEVELOPMNT Creates the Southwest Suburban Railroad Redevelopment Authority Act. Creates the Southwest Suburban Railroad Redevelopment Authority in the townships of Bloom, Thornton, Calumet, Bremen, Orland, Worth, and Palos. Allows the Authority to acquire, sell, and exchange property and to accept grants, loans, and appropriations in order to relocate railroads and roadways and to separate railroad grade crossings. Provides that the Authority shall be governed by a 5-member Board appointed by the Governor. Provides for the appointment of a Secretary and Treasurer of the Authority. Contains other provisions. Effective immediately. House Amendment No. 1 Deletes everything after the enacting clause. Reinserts the provisions of the introduced bill. AIR GUNS PROHIBITED Amends the Air Rifle Act. Changes the short title to the Air Gun Act. Retains existing regulation and penalties for paintball guns. Provides that a person may not sell, exhibit for sale, give away, transfer, possess, or discharge an air gun (with an exception for carnivals) and makes violation a Class B misdemeanor. HWY CD-DUI ROADSIDE MARKERS Amends the Illinois Highway Code. Provides that the Department of Transportation shall, upon application, erect and maintain roadside markers to identify the locations where persons were killed in accidents involving drunken drivers. Establishes requirements for the application for placement of the markers and for the markers themselves. Provides that, if the new provision conflicts with federal law, the markers shall not be erected or maintained. Provides that the Department shall prepare an evaluation of the program authorized by the new provision and shall report its findings to the General Assembly by January 1, 2008. HWY CD-BRIDGE REPAIR PRIORITY Amends the Illinois Highway Code. Increases from $15,000,000 to $30,000,000 the amount the General Assembly shall appropriate annually for apportionment to counties for construction of bridges 20 feet or more in length. Provides that, with respect to $15,000,000 of the $30,000,000 to be appropriated annually, the amount apportioned to a county shall be in the proportion that the number of bridges in disrepair (rather than the mileage of townships or district roads) in the county, as certified by the Department of Transportation, bears to the number of those bridges in the State, as certified by the Department. CON AMEND-REV ARTICLE-HWY FUND Proposes to amend the Revenue Article of the Illinois Constitution. Adds a new Section concerning highway funds. SANITARY DIST-RR CROSSING FEE Amends the Sanitary District Act of 1907, the North Shore Sanitary District Act, the Sanitary District Act of 1917, the Metropolitan Water Reclamation District Act, the Sanitary District Act of 1936, the Metro-East Sanitary District Act of 1974, and the Eastern Will Sanitary District Act. Unless otherwise agreed by the parties, requires a sanitary district that locates its facilities within the railroad right-of-way for a crossing, other than a crossing along the public roads of this State pursuant to the Telephone Line Right of Way Act, to pay the railroad a one-time standard crossing fee of $750 for each crossing. Provides that the standard crossing fee is in lieu of any license or any other fees or charges to reimburse the railroad for its direct expenses incurred as a result of the crossing. Requires the district to also reimburse the railroad for any actual flagging expenses associated with the crossing in addition to the standard crossing fee.[...]

GO BONDS-GAMING-CAPITAL PROG Amends the Governor's Office of Management and Budget Act to require the Governor's Office of Management and Budget to provide a quarterly report to specified State officers on the status of all capital projects in the State. Amends the General Obligation Bond Act. Increases the amount of the authorization of State bonds by $2,000,000,000, $1,575,000,000 for State highways, arterial highways, freeways, roads, bridges, structures separating highways and railroads and roads, and bridges on roads maintained by counties, municipalities, townships, or road districts for use statewide (the proceeds of which are deposited into the Transportation Bond, Series D Fund) and $425,000,000 for rail facilities and mass transit facilities statewide. VEH CD-AUTOMATED TRAFFIC LAW Amends the Illinois Vehicle Code. Provides that, in addition to the previously designated counties, 7 specified counties, and the municipalities within those counties, may establish an automated traffic law enforcement system with one or more motor vehicle sensors working in conjunction with a red light signal to produce recorded images of motor vehicles entering an intersection against a red signal indication. Effective immediately. House Amendment No. 1 Adds 2 counties to those already designated in the bill. Senate Floor Amendment No. 3 Deletes language that provided that an automated traffic law enforcement system may be established in Champaign County and Vermilion County and municipalities within those counties. Senate Floor Amendment No. 5 Provides that, at an intersection equipped with an automated traffic law enforcement system, the yellow light change interval must be not less than 3 seconds.[...]

DUI-FEE-ROADSIDE MEMORIAL FUND Amends the State Finance Act, the Roadside Memorial Act, and the Unified Code of Corrections. Provides that a person who is convicted or receives a disposition of court supervision for a violation of certain DUI provisions of the Illinois Vehicle Code shall, in addition to any other disposition, penalty, or fine imposed, pay a fee of $50 which shall be deposited into the Roadside Memorial Fund. Creates the Roadside Memorial Fund as a special fund in the State treasury. VEH CD-RENTAL-OWNER MANUAL Amends the Illinois Vehicle Code. Provides that any person who rents a motor vehicle to another shall ensure that the person to whom the vehicle is rented is provided with an owner's manual for that vehicle and with an emergency telephone number to call for answers to questions about the vehicle. House Amendment No. 1 Provides that any person who rents a motor vehicle to another shall ensure that the person to whom the vehicle is rented is provided with an emergency telephone number to personnel capable of fielding roadside assistance and other customer service inquiries, including the ability to provide the caller with the telephone number of the location from which the vehicle was rented, if requested by the caller.
