Amends the Code of Criminal Procedure of 1963. Provides that 2 or more acts or transactions involving public assistance fraud, theft, retail theft, library theft, unlawful sale of household appliances, and certain other deceptive practices may be charged as a single offense in a single count of the same indictment, information, or complaint, if such acts or transactions by one or more defendants are in furtherance of a single intention and design or (rather than and) if the property, labor, or services obtained are of the same person or are of several persons having a common interest in such property, labor, or services.

In connection with eligibility for the KidCare and Covering ALL KIDS programs, sets an asset limit of $10,000, excluding the value of the child's residence and the value of a vehicle (other than a recreational vehicle) used for transportation. Makes changes concerning the reporting of changes in income and other circumstances that affect eligibility, and provides that a failure to report is a Class A misdemeanor with a maximum fine of $10,000 under the public assistance fraud provisions of the Illinois Public Aid Code; also provides for repayment of an amount equal to benefits that were wrongly received. Requires the Department of Healthcare and Family Services to adopt rules within 60 days.
