CHICAGO PARK DIST BONDS

Amends the Chicago Park District Act. Provides that the Chicago Park District is authorized to issue (now, issue before January 1, 2004) bonds in the amount of $128,000,000 for museums, aquariums, and art museums under the control of the Chicago Park district. Effective immediately.

Senate Committee Amendment No. 1
Deletes everything after the enacting clause. Amends the Chicago Park District Act. Provides that, on or after the effective date of the amendatory Act, the Chicago Park District may issue bonds without a referendum only for the purpose of refunding or refinancing its existing obligations. Effective immediately.

Amends the Park District Aquarium and Museum Act. Provides that a resolution to levy and collect a tax for the maintenance of aquariums and museums in excess of 0.03 percent but not to exceed 0.15 percent (now, 0.07 percent) of the value of taxable property in the district must be published. Effective immediately.

TAX RATE-FOREST PRESERVE ZOO Amends the Forest Preserve Zoological Parks Act. Provides that, in a forest preserve district located in a county with a population in excess of 140,000 but less than 200,000 and contiguous to the Mississippi River, the rate of an annual tax for certain purposes concerning the construction, maintenance, and security of a zoological park shall not exceed 0.06% (now .01%). Requires referendum approval by the electors of the District to authorize the tax increase above 0.01%. Amends the Human Skeletal Remains Protection Act to authorize the Historic Preservation Agency and Illinois State Museum to release human skeletal remains and artifacts to a unit of local government for reburial under specified conditions. Requires the unit of local government to pay for transportation and reinterment.

VEH CD-FIRE FIGHTERS PLATE FEE

Amends the Illinois Vehicle Code provision concerning Illinois Fire Fighters license plates. Provides that the moneys in the Illinois Fire Fighters' Memorial Fund that are used for scholarships may be used for graduate scholarships, undergraduate scholarships, or both, for spouses (as well as for children) of fire fighters killed in the line of duty. Provides that up to 10% of the annual proceeds of the Fund may be used for exhibits for and the maintenance of the Illinois Fire Fighter Museum. Effective immediately.

Amends the Illinois Horse Racing Act of 1975. Provides that the Children's Discovery Museum in Normal, Illinois shall receive payments from the General Revenue Fund at the funding level determined by the amounts paid to the Miller Park Zoo in Bloomington, Illinois in calendar year 2006. Effective immediately.
