Provides that a person who is otherwise eligible to run for elective municipal office, but whose residency period was interrupted due to that person's active duty military service outside of the municipality, or the active duty military service of that person's spouse, may run for municipal office regardless of whether or not that person has resided within the municipality for at least one year since returning from service outside of the municipality. Effective immediately. House Amendment No. 1 Replaces the changes made by the bill. Deletes a provision requiring a place of business not to be located in a municipality of more than 500,000 persons in order to be eligible for an exemption allowing a license for the sale at retail of alcoholic liquor to be issued within 100 feet of any church, school, hospital, home for aged or indigent persons or for veterans, their spouses, or children, or any military or naval station if the sale of alcoholic liquors is not the principal business carried on. Permits the same registration for the otherwise qualified spouse and dependents living with or accompanying the member of the armed forces or the merchant marine. Extends grace period voting until the 5th day before an election or primary for those voters only.

Provides that on and after October 1, 2007, the Adjutant General shall assist any member of the Illinois National Guard who served in the Persian Gulf War or in an area designated as a combat zone by the President of the United States during Operation Enduring Freedom or Operation Iraqi Freedom who (i) has been assigned a risk level I, II, or III for depleted uranium exposure by his or her branch of service, (ii) is referred by a military physician, or (iii) has reason to believe that he or she was exposed to depleted uranium during such service, in obtaining federal treatment services, including a best practice health screening test for exposure to depleted uranium. Amends the IMRF Article of the Illinois Pension Code. Increases the amount of creditable service a participating employee may be granted for service in the armed forces of the United States from 24 months to 48 months. Provides that, if payment is made during the 6-month period that begins one month after the effective date, the required interest shall be at the rate of 2.5% per year, compounded annually; otherwise, the required interest shall be calculated at the regular interest rate. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
