In connection with Medicaid, provides that a person diagnosed with an autism spectrum disorder shall be considered a person with a "developmental disability" or a "person with a related condition" for purposes of determining eligibility for services under Home and Community-Based Services Waivers for persons with developmental disabilities, without regard to whether that person is also diagnosed with mental retardation and without regard to that person's IQ level, so long as the person otherwise meets applicable level-of-care criteria under those waivers. Requires the Department of Healthcare and Family Services to negotiate prescription drug discount agreements with drug manufacturers to provide discounts for drugs purchased by pharmacies and drug wholesalers participating in the program. Provides discount benchmarks. Provides that any drug manufacturer, and any individual or entity licensed under the Pharmacy Practice Act of 1987 or the Wholesale Drug Distribution Licensing Act, may participate in the program. Sets forth terms that must be included in the agreements, including provisions for rebates to participating pharmacies and drug wholesalers. Amends the Illinois Public Aid Code. Provides for an increase in Medicaid rates for nursing homes for the sole purpose of increasing wages or providing new or enhanced employee benefits for non-supervisory employees. Requires nursing homes to apply for the rate increase. Requires nursing homes to document the use of moneys paid to them under this provision, and provides for penalties if the Department of Healthcare and Family Services determines that a nursing home spent any of the moneys for a purpose other than increasing wages or providing new or enhanced benefits for non-supervisory employees. Effective immediately.
Senate Committee Amendment No. 1 Excludes, from language providing for an increase in Medicaid rates for nursing homes, a facility licensed by the Department of Public Health under the Nursing Home Care Act as an Intermediate Care Facility for the Developmentally Disabled.

Requires the Department of Healthcare and Family Services to establish a weight loss and management pilot program in partnership with a private entity that specializes in weight loss and weight control. Provides that to be eligible to participate in the program, an individual must: (1) be enrolled in the Covering ALL KIDS health insurance program or the Medicaid program; (2) be characterized as morbidly obese using a body mass index as recognized by the Centers for Disease Control and Prevention; (3) demonstrate a commitment to weight loss; and (4) demonstrate a commitment to participating in a program designed for weight loss and weight management. Effective July 1, 2007.

Requires the Department to give priority in processing claims for reimbursement from those qualified providers. Effective immediately.
