LOTTERY-QUALITY OF LIFE GAME Amends the Illinois Lottery Law. Requires the Department of Revenue to offer a special instant scratch-off game with the title of "Quality of Life", to commence on July 1, 2007 and to be discontinued on December 31, 2012. Provides that the net revenue from the game shall be deposited into the Quality of Life Endowment Fund for appropriation by the General Assembly solely to the Department of Public Health, in consultation with the Quality of Life Board, for the purpose of HIV/AIDS-prevention education and for making grants to public or private entities in Illinois for the purpose of funding organizations that serve the highest at-risk categories for contracting HIV or developing AIDS. Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois to create the Quality of Life Board as an advisory board within the Department of Public Health. DHFS-CHILD SUPPORT-LIEN-BOND Amends the Illinois Public Aid Code and the Illinois Marriage and Dissolution of Marriage Act. Provides that in the case of a parent who has been delinquent in the payment of child support for a period of 3 months or longer, once the parent is no longer delinquent, the court shall require the parent to post security or a bond, or give some other guarantee, of a character and amount sufficient to assure payment of at least 2 months of child support. Provides that the posting of such security does not affect the parent's obligation to continue to make child support payments as they become due. Provides that in the case of a parent who is delinquent in the payment of child support for a period of 3 months or longer, the lien on the parent's personal property shall extend to all of the parent's lawsuit proceeds and lottery winnings, if any. WILDLFE PRESRVTION SCRATCH-OFF Amends the Illinois Lottery Law. Requires the Department of Revenue to offer a special instant scratch-off game, named the wild about animals scratch-off game, for the benefit of endangered species, humane education programs, dogs, and cats to commence on January 1, 2008. Provides that the net revenue from the game shall be deposited into the Endangered Species Rehabilitation Fund for appropriation by the General Assembly as follows: (i) one-third of net revenue to the Department of Natural Resources for making grants for the maintenance of wildlife rehabilitation facilities that take care of threatened or endangered species; (ii) one-third of net revenue to the State Board of Education for character and humane education programs; and (iii) one-third of net revenue into the Pet Population Control Fund. VEH CD-SPECIAL OLYMPIC PLATES Amends the Illinois Vehicle Code. Provides for the issuance of Law Enforcement Torch Run For Special Olympics license plates. Provides that the applicant shall pay an additional fee of $45 for original issuance of the plates, of which $43 shall be deposited into the Illinois Special Olympics Checkoff Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. House Amendment No. 1 Provides that, of the $45 original issuance fee, $30 (rather than $43) shall be deposited into the Illinois Special Olympics Checkoff Fund and $15 (rather than $2) shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $27 shall be charged for each renewal, of which $25 shall be deposited into the Illinois Special Olympics Checkoff Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. ST GROUP INS-COMMUNITY COLLEGE Amends the State Employees Group Insurance Act of 1971 and the State Pension Funds Continuing Appropriation Act. Beginning July 1, 2009, requires the Department of Central Management Services to administer a program of health benefits coverage for retirees, and their dependents, of certain community college districts previously not participating in the Community College Health Insurance Security Fund. Provides for the collection and use of contributions. Establishes a committee to advise the State on the program and necessary adjustments in funding sources. LOTTERY-ELECTRONIC SALES Amends the Illinois Lottery Law. Provides that, if tickets or shares are sold by any electronic means, then the Department of Revenue shall adopt rules necessary to implement (i) age and location verification requirements that are reasonably designed to block access to minors and persons located out of the State and (ii) data-security standards. Amends the Criminal Code of 1961. Specifies that the definition of "gambling" does not include the sale of State Lottery tickets or shares by any electronic means. VET AFFAIRS-OUTREACH OFFICER Amends the Illinois Lottery Law. Provides that the Department of Revenue or any successor in interest shall offer a special instant scratch-off game for the benefit of Illinois veterans. Provides that tickets for the game shall be distributed year-round and shall be available in all instant ticket dispensing machines controlled by the Department or any successor in interest. Requires the Department of Revenue to carry on a continuous study of the lottery throughout the State on the demographic data of individuals who play the lottery and to report that information annually. INTERNET LOTTERY GAME Amends the Illinois Lottery Law. Requires the Department of Revenue to establish and maintain an Internet lottery game program that allows an eligible person to purchase lottery tickets through the Internet through the services of a private Internet agent. Sets forth procedures for the establishment and operation of the program and for the creation of individual lottery accounts. Effective immediately. House Amendment No. 1 Requires the Department of Revenue to propose rules to the General Assembly concerning the Internet Lottery program (instead of requiring the Department to adopt rules).
