ILLINOIS FINANCE-LOANS-BONDS Amends the Illinois Finance Authority Act. Provides that all official acts of the Authority require the approval of a majority of the members then holding office (instead of 8 members). Provides that a majority of the members of the Authority holding office constitutes a quorum (instead of 8 members). Provides that the Authority may enter into agreements with respect to its bond payment obligations. Provides that any pledge of revenues or other moneys made by the Authority shall be binding from the time the pledge is made, and that revenues and other moneys pledged shall be held outside of the State treasury and shall be subject to certain liens. Provides that "clean coal and energy projects" includes new gasification facilities. Provides that moneys in the Fire Truck Revolving Loan Fund and the Ambulance Revolving Loan Fund may also be used to reimburse the Authority for reasonable expenses incurred in connection with administering the loan programs,[...]

MECHANICS LIEN-RENTAL Amends the Mechanics Lien Act. Provides that a person who would be entitled to a lien for furnishing materials or equipment for the construction upon or improvement to real property shall be entitled to a lien for the rental of materials or equipment used in that construction or improvement. CONDO-DISTRESSED PROPERTY Amends the Condominium Property Act. Provides procedures for addressing distressed condominium property that is a danger, blight, or nuisance to the surrounding community or the public and that is substantially unoccupied, without utilities, or in a serious negative condition. Provides a definition of "distressed condominium property". Provides that a municipality may file a petition in the circuit court and that if the court finds that a property is a distressed condominium property, the court may appoint a receiver to manage the property. Provides also that if a court finds that the property is not viable as a condominium, the court may deem that the entire property is owned in common by the unit owners and may authorize the receiver to sell the entire property without the consent of the unit owners. Establishes requirements and restrictions applicable to license applications and licensing. Sets forth limitations, requirements, and disclosures applicable to loan agreements, terms of loans, finance charges, and renewal of loans. Provides for: revocation, suspension, and surrender of licenses; information to be available to the public; complaint handling; hearings; books and records; reports; advertising; prohibited acts; requirements and restrictions applicable to vehicle and boat titles; liens; penalties; enforcement; bonding; administrative rules; and other matters. PREVAILING WAGE-ALIENS

Amends the Prevailing Wage Act. Provides that if the violation of the Act involves a worker who is not a legal resident alien or a United States citizen, then a single violation within 5 years shall place the contractor on the Department of Labor's list of contractors or subcontractors found to have disregarded their obligations to employees under the Act. Effective immediately.

ALL KIDS-ILLEGAL ALIENS-INDUCE

Amends the Children's Health Insurance Program Act, the Covering ALL KIDS Health Insurance Act, and the Illinois Public Aid Code. Provides that to be eligible for benefits under the Covering ALL KIDS Health Insurance Act, an individual who is otherwise eligible must be either a United States citizen or included in one of certain specified categories of non-citizens. Makes conforming changes to provisions concerning eligibility for benefits under the Children's Health Insurance Program. Prohibits the State from giving or offering money or a gas card or other valuable thing to a person for the purpose of inducing the person to apply for benefits under the Children's Health Insurance Program Act or the Covering ALL KIDS Health Insurance Act or for medical assistance under the Illinois Public Aid Code. Effective July 1, 2009.

Provides that a court may order a defendant to pay restitution to persons who suffered personal injury or property damage as a result of misdemeanors and felonies committed in violation of the Code. UNAUTHORIZED ALIENS-EMPLOYMENT Creates the Unauthorized Alien Employment Prohibition Act and amends the Illinois Income Tax Act, the Illinois Human Rights Act, and the Right to Privacy in the Workplace Act. Provides that an employer shall not intentionally or knowingly employ an unauthorized alien. Provides for investigation of complaints. Provides for actions against an employer by the State's Attorney. Provides that the court may, depending upon the circumstances and with specified exceptions: order an employer to terminate the employment of unauthorized aliens; impose probationary periods; require affidavits or reports; or order suspension or revocation of certain licenses held by the employer. IHDA-HOME PROTECTION PILOT Creates the Home Protection Pilot Program Act. Requires the Illinois Housing Development Authority to implement a pilot program to assist Illinois workers who have lost jobs as a result of changing economic conditions in Illinois when those workers are in need of assistance to avoid losing their homes to foreclosure. Provides that the Program shall include counties selected at the discretion of the Authority on the basis of increased rates of foreclosure, actual foreclosure filings, unemployment, the need of local counseling agencies for increased capacity to serve clients in need of assistance to avoid losing their homes to foreclosure, the availability of funding, and other factors the Authority determines to be relevant. Provides that upon admission of a committed person to a facility of the Department of Corrections or to a facility of the Department of Juvenile Justice and upon the discharge of such person from either such Department, each such Department, if it suspects that such person is an alien of the United States who is unlawfully present within the United States in violation of the federal Immigration and Nationality Act shall notify the Department of Homeland Security, U.S. Immigration and Customs Enforcement (ICE) of the admission or discharge of such alien from the facility. HOME BUYERS PROTECTN LIEN

Creates new Act. Creates the Home Buyer's Protection Lien Act. Provides that a prospective purchaser of a residential dwelling unit in a residential development shall have a lien upon real estate or any interest in that real estate in the amount of his or her deposit advanced to the residential developer under a written instrument to purchase the dwelling unit. Provides that the lien attaches upon the prospective purchaser being otherwise entitled to possession or to receive a substantial benefit under a written instrument for the purchase of a residential dwelling unit and the prospective purchaser recording a notice of lien. Provides requirements for lien contents, serving the lien, filing an action on the lien within 2 years after recording the lien, pleadings, costs, release of lien, and other matters. Provides that prior recorded liens, mortgages, and valid mechanics lien claims have priority over a prospective purchaser's lien.
