INC TAX- COLLEGE SAVINGS PLAN Amends the Higher Education Student Assistance Act and the Illinois Income tax Act. Authorizes the Illinois Student Assistance Commission to establish systems and programs to encourage employers to match employee contributions to prepaid programs of college savings by making donations to the Commission for prepaid programs of college savings and its programs of grants and loans to make higher education affordable for all residents of the State and to receive, hold, and disburse all such funds made available through those programs for the purposes for which they are authorized by rule or by law. Creates an income tax credit for employers who, during the taxable year, make a matching donation to the Illinois Student Assistance Commission on behalf of an employee. Provides that the credit is 25% of the matching donation, but not to exceed $500 per employee. Provides that the credit may be carried forward for 3 taxable years. Effective immediately. POSTPARTUM MOOD DISORDERS PREV Creates the Postpartum Mood Disorders Prevention Act. Sets out the findings of the General Assembly and the purposes of the Act. Provides that the Director of Public Health, in conjunction with the Department of Financial and Professional Regulation and the Board of Nursing, shall work with physicians, healthcare facilities, nurses, and licensed health care workers in the State to develop policies and procedures related to the prevention, treatment, and diagnosis of postpartum mood disorders in women. ADMIN HEARINGS OFFICE Amends the Illinois Administrative Procedure Act to create the Office of Administrative Hearings. Provides that the Office shall conduct administrative hearings for agencies under the jurisdiction of the Governor, except for the Illinois Public Labor Relations Board, the Illinois Educational Labor Relations Board, the Illinois Commerce Commission, the Illinois Workers' Compensation Commission, the Civil Service Commission, the Pollution Control Board, the Illinois State Police Merit Board, the Property Tax Appeal Board, the Human Rights Commission, and the State Board of Elections. LABOR RELATIONS ACT Creates the Illinois Labor Relations Act. Applies to employers who employ 10 or more employees other than: employees who are subject to the National Labor Relations Act or the Railway Labor Act; employees who are managerial employees, confidential employees, or supervisors; and employees of employers to whom the Act does not apply or to anyone licensed under the Real Estate License Act of 2000 (and provides that the Act does not apply to State officers and agencies, units of local government, school districts, and other public entities, or any entities that are specifically excluded under the Illinois Public Labor Relations Act). Provides that the State Panel of the Illinois Labor Relations Board shall administer and enforce the Act. Prohibits specified unfair labor practices. PAINTING-DRYWALL-GLAZING LIC Creates the Painting, Drywall Finishing, and Glazing Contractor Licensing Act. Regulates painting, drywall finishing, and glazing contractors through licensure requirements. Provides for enforcement of the Act by the Department of Financial and Professional Regulation and the Painting, Drywall Finishing, and Glazing Contractor Licensing Board. Amends the Regulatory Sunset Act to set a repeal date for the Painting, Drywall Finishing, and Glazing Contractor Licensing Act of January 1, 2018. Effective immediately. DENTAL PRAC-ACTS OF DENTISTRY Amends the Illinois Dental Practice Act. Provides that "dental service", as the term relates to those services performed by a dental assistant under the supervision and full responsibility of a dentist and therefore exempt from the operation of the Act, does not include the administration of anesthetics, except for (A) the application of topical anesthetics and (B) the monitoring of nitrous oxide, conscious sedation, deep sedation, and general anesthesia (now, except for the application of topical anesthetics and monitoring of nitrous oxide), each of which may be performed after successful completion of a training program approved by the Department of Financial and Professional Regulation. HEALTH CARE DELIV-BIRTH CENTER Amends the Alternative Health Care Delivery Act. Provides that there shall be no more than 10 birth center alternative health care models in the demonstration program authorized under the Act. Sets forth requirements for the location of the centers and for services and standards of the centers. Requires the Department of Public Health to adopt rules for the operation and research protocols of birth centers. Makes other changes. House Amendment No. 1 Provides that a birth center shall be exclusively dedicated to serving the childbirth-related needs of women and their newborns. Provides that a birth center shall not be separately licensed if it is a part of a hospital or a freestanding facility that is operated under a license issued to a hospital under the Hospital Licensing Act. DPH-NEONATAL DIABETES REGISTRY Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Requires the Department of Public Health to develop and implement a neonatal diabetes mellitus registry pilot program. Requires the Department to create an electronic registry to track glycosylated hemoglobin levels of persons. Requires physicians and other healthcare providers treating a patient with diabetes mellitus with onset before 12 months of age to report the occurrence of all such cases to the Department. Requires clinical laboratories performing glycosylated hemoglobin tests for patients with diabetes mellitus with onset before 12 months of age to report the results of each test that the laboratory performs to the Department. Provides that the Department shall allow access of the registry to neonatal diabetes mellitus research institutions. Provides that these provisions are repealed on December 31, 2011.
