Changes the procedures relating to the expungement of adult criminal records and the records of minors prosecuted as adults. Establishes time limits and procedures for filing petitions to expunge. Excludes certain enumerated offenses from expungement. Provides for the sealing of certain arrest and court records. STEM CELL INITIATIVE-TECH Creates the Illinois Stem Cell Initiative of 2007. Contains only a short title provision. Senate Committee Amendment No. 1 Deletes everything after the enacting clause. Creates the Stem Cell Research and Human Cloning Prohibition Act. Permits research involving the derivation and use of human embryonic stem cells, human embryonic germ cells, and human adult stem cells from any source, including somatic cell nuclear transplantation, and allows public funding for stem cell research programs. Requires the Department of Public Health to develop and administer the Illinois Regenerative Medicine Institute program to provide for the awarding of grants to Illinois medical research institutions. Creates the Illinois Regenerative Medicine Institute Oversight Committee. ADMIN HEARINGS OFFICE Amends the Illinois Administrative Procedure Act to create the Office of Administrative Hearings. Provides that the Office shall conduct administrative hearings for agencies under the jurisdiction of the Governor, except for the Illinois Public Labor Relations Board, the Illinois Educational Labor Relations Board, the Illinois Commerce Commission, the Illinois Workers' Compensation Commission, the Civil Service Commission, the Pollution Control Board, the Illinois State Police Merit Board, the Property Tax Appeal Board, the Human Rights Commission, and the State Board of Elections. Provides for the appointment of a Chief Administrative Law Judge by the Governor with the advice and consent of the Senate. Sets the powers and duties of the Chief Administrative Law Judge. GAMING BD-SEPARATE FRM REVENUE Amends the Department of Revenue Law of the Civil Administrative Code of Illinois and the Riverboat Gambling Act. Separates the Illinois Gaming Board from the Department of Revenue for the purposes of enforcing and administering the Riverboat Gambling Act. Makes conforming changes. Prohibits members of the Board from holding any other public office (rather than any other public office for which he or she shall receive compensation). Prohibits members of the Board from engaging in any political activity. Provides for an annual salary for Board members. Makes changes regarding disclosure of equity interests of the Board members and their spouses and children. SICK LEAVE BANK-SPOUSE Amends the Sick Leave Bank Act. Permits a participating employee to use time contributed by his or her spouse who is employed by a different State agency, if the spouse has so earmarked the contributed time. Provides that if a spouse's contributed time is used, it may be used for the catastrophic illness or injury of the user's minor children.  Land Conveyance Appraisal Note (Dept. of Transportation) No land conveyances are included in this bill, therefore, there are no appraisals to be filed.  Judicial Note (Admin Office of the Illinois Courts) This legislation would neither increase nor decrease the number of judges needed in the State.

STATE MILEAGE REIMBURSE RATE Amends the State Finance Act. Provides that for personnel under the jurisdiction of the State travel control boards, the allowance rate for automobile travel mileage reimbursement, which is the same as the rate set by federal regulations, shall be increased or decreased during the State's fiscal year as of the effective date of the federal regulations (now, increases do not take effect until the next July 1).  Land Conveyance Appraisal Note (Dept. of Transportation) No land conveyances are included in this bill, therefore, there are no appraisals to be filed.  Fiscal Note (Dept of Corrections) The fiscal impact is unknown.

JUDICIAL CAMPAIGN REFORM Creates the Judicial Campaign Reform Act and amends the Election Code, the State Finance Act, the Illinois Income Tax Act, and the Clerks of Courts Act. Creates a voluntary program of public financing of election campaigns for the offices of judges of the Illinois Supreme Court and Appellate Courts, administered by the State Board of Elections. Establishes funding mechanisms and provides penalties for violations. Sets mandatory contribution limits with respect to all judicial election campaigns. Makes other changes. Effective January 1, 2009.  Fiscal Note (State Board of Elections) This legislation would require a complete new campaign disclosure filing scheme, including a whole new set of disclosure forms for Supreme and Appellate Court Judicial Candidates. RIVERBOATS-ADMISSN TAX-REENTRY Amends the Riverboat Gambling Act. Provides, as an exception to the requirement that the admission tax be paid for each admission, that a person who exits a riverboat gambling facility and reenters that riverboat gambling facility within the same gaming day shall be subject only to the initial admission tax. RENTAL VEHICLE DAMAGE WAIVERS Amends the Renter's Financial Responsibility and Protection Act. DOM VIOLENCE-RISK ASSESSMENT Amends the Illinois Domestic Violence Act of 1986. Provides that circuit judges and associate judges assigned to domestic violence cases shall participate in risk assessment workshops. Provides that the workshops shall be developed under rules established by the chief judge of the circuit. Provides that the Office of the State's Attorney shall develop a protocol to educate victims of domestic violence requesting the issuance of orders of protection and to warn victims of the dangers of assisting respondents in violating orders of protection.
