STEM CELL INITIATIVE-TECH Creates the Illinois Stem Cell Initiative of 2007. Contains only a short title provision. Senate Committee Amendment No. 1 Deletes everything after the enacting clause. Creates the Stem Cell Research and Human Cloning Prohibition Act. Permits research involving the derivation and use of human embryonic stem cells, human embryonic germ cells, and human adult stem cells from any source, including somatic cell nuclear transplantation, and allows public funding for stem cell research programs. Requires the Department of Public Health to develop and administer the Illinois Regenerative Medicine Institute program to provide for the awarding of grants to Illinois medical research institutions. Creates the Illinois Regenerative Medicine Institute Oversight Committee. SICK LEAVE BANK-SPOUSE Amends the Sick Leave Bank Act. Permits a participating employee to use time contributed by his or her spouse who is employed by a different State agency, if the spouse has so earmarked the contributed time. Provides that if a spouse's contributed time is used, it may be used for the catastrophic illness or injury of the user's minor children.  Land Conveyance Appraisal Note (Dept. of Transportation) No land conveyances are included in this bill, therefore, there are no appraisals to be filed.  Judicial Note (Admin Office of the Illinois Courts) This legislation would neither increase nor decrease the number of judges needed in the State.

STATE MILEAGE REIMBURSE RATE Amends the State Finance Act. Provides that for personnel under the jurisdiction of the State travel control boards, the allowance rate for automobile travel mileage reimbursement, which is the same as the rate set by federal regulations, shall be increased or decreased during the State's fiscal year as of the effective date of the federal regulations (now, increases do not take effect until the next July 1).  Land Conveyance Appraisal Note (Dept. of Transportation) No land conveyances are included in this bill, therefore, there are no appraisals to be filed.  Fiscal Note (Dept of Corrections) The fiscal impact is unknown.

RIVERBOATS-ADMISSN TAX-REENTRY Amends the Riverboat Gambling Act. Provides, as an exception to the requirement that the admission tax be paid for each admission, that a person who exits a riverboat gambling facility and reenters that riverboat gambling facility within the same gaming day shall be subject only to the initial admission tax. Effective immediately.  Land Conveyance Appraisal Note (Dept. of Transportation) No land conveyances are included in this bill, therefore, there are no appraisals to be filed.  Judicial Note (Admin Office of the Illinois Courts) This bill would neither increase nor decrease the number of judges needed in the State.

SCH CD-SPECIAL ED-ADOPT CHILD Amends the School Code. In a Section concerning reimbursement for special education classes for children from orphanages, foster family homes, children's homes, or State housing units, provides that if a child who was eligible to receive services under that Section (i) is eligible for the subsidized adoption program available through the Department of Children and Family Services or is under subsidized guardianship and (ii) continues to receive support services from the Department of Children and Family Services, then the child shall continue to be eligible to receive services under the Section and the school district shall continue to be reimbursed under the Section. Provides that this provision applies only to children who are eligible for the subsidized adoption program or who are under subsidized guardianship on or after the effective date of the amendatory Act. SEX OFFENDER-PRESENCE Amends the Criminal Code of 1961. Provides that a child sex offender who committed indecent solicitation of a child, indecent solicitation of an adult, sexual exploitation of a child, soliciting for a juvenile prostitute, exploitation of a child, child pornography, or predatory criminal sexual assault of a child may not reside or loiter within 1,000 (instead of 500) feet of school grounds, a playground, child care institution, day care center, part day child care facility, facilities providing services for children under 18 years of age, or a victim of a sex offense who is under 21 years of age. Increases the penalties for certain specified sex offenses. Amends the Unified Code of Corrections. Provides that the costs of the monitoring of sexual predators must be paid by the offender. RENTAL VEHICLE DAMAGE WAIVERS Amends the Renter's Financial Responsibility and Protection Act. Provides for a uniform limit on the amount per day that the renter of a vehicle may be charged for collision damage waivers (rather than providing a limit that is lower than the uniform limit amount if the rental vehicle type has a suggested retail price of $30,000 or less and a limit that is higher than the uniform limit amount if the rental vehicle type has a suggested retail price of more than $30,000).  Fiscal Note, House Amendment No. 1 (Dept of Corrections) This legislation has no budgetary or population impact on the Department of Corrections.  Correctional Note, House Amendment No. 1 (Dept of Corrections) [...]

$DEPT AGING Appropriates $6,000,000 from the Rental Housing Support Program Fund to the Department of Revenue for rental assistance and long-term operating support by the Rental Housing Support Program, administered by the Illinois Housing Development Authority. Effective July 1, 2008. House Amendment No. 2 Replaces everything after the enacting clause with substantially similar provisions, appropriating $6,000,000 from the Rental Housing Support Program Fund to the Department of Revenue for rental assistance and long-term operating support by the Rental Housing Support Program, administered by the Illinois Housing Development Authority, except (1) provides that this appropriation is in addition to any other amounts appropriated for this purpose and (2) changes the effective date from July 1, 2008 to “upon becoming law”. IHDA-HOME PROTECTION PILOT Creates the Home Protection Pilot Program Act. Requires the Illinois Housing Development Authority to implement a pilot program to assist Illinois workers who have lost jobs as a result of changing economic conditions in Illinois when those workers are in need of assistance to avoid losing their homes to foreclosure. Provides that the Program shall include counties selected at the discretion of the Authority on the basis of increased rates of foreclosure, actual foreclosure filings, unemployment, the need of local counseling agencies for increased capacity to serve clients in need of assistance to avoid losing their homes to foreclosure, the availability of funding, and other factors the Authority determines to be relevant. Provides for loans to homeowners secured by liens on residential real property located in Illinois, and prohibits a mortgagee from engaging in certain conduct upon a mortgagor's filing of an application for loan assistance. IHDA-FORECLOSURE COUNSELING Amends the Illinois Housing Development Act. Provides that the Illinois Housing Development Authority shall establish and administer a foreclosure prevention counseling program and shall use moneys in the Foreclosure Prevention Counseling Fund and funds appropriated for that purpose to make grants to HUD-certified counseling agencies for home-ownership education and foreclosure prevention counseling. Amends the State Finance Act. Creates the Foreclosure Prevention Counseling Fund and provides for allocation of moneys in the Fund. Provides for the payment of license fees of $3,700 annually, including the foreclosure prevention surcharge (instead of $2,700 annually). Amends the Residential Mortgage License Act of 1987.
