POSTPARTUM MOOD DISORDERS PREV Creates the Postpartum Mood Disorders Prevention Act. Sets out the findings of the General Assembly and the purposes of the Act. Provides that the Director of Public Health, in conjunction with the Department of Financial and Professional Regulation and the Board of Nursing, shall work with physicians, healthcare facilities, nurses, and licensed health care workers in the State to develop policies and procedures related to the prevention, treatment, and diagnosis of postpartum mood disorders in women. Senate Floor Amendment No. 1 Replaces everything after the enacting clause. Creates the Perinatal Mental Health Disorders Prevention and Treatment Act. DPH-CORD STEM CELL BANKS Amends the Department of Public Health Powers and Duties Law. Subject to appropriation, directs the Department to establish a statewide network of cord blood stem cell banks. Sets forth requirements and duties of donor banks. Creates an advisory committee to advise the Department concerning administration of the network. Effective immediately. House Amendment No. 1 Deletes everything after the enacting clause. Reinserts the provisions of the engrossed bill with changes. Amends the Department of Public Health Powers and Duties Law with respect to the network of cord blood stem cell banks. Removes the requirement that the network be "statewide". Provides that members of the advisory committee are subject to conflict of interest restrictions and are required to make disclosures of income and financial interests. IDPH-MRSA-HOSPITAL SCREEN/REPT Creates the MRSA Screening and Reporting Act and amends the Hospital Licensing Act. Requires every hospital to establish a methicillin-resistant Staphylococcus aureus (MRSA) control program, and sets forth items that must be included in such a program. Provides that for all hospital patients who are identified with nosocomial S. aureus bloodstream infection or asymptomatic colonization due to MRSA, the Department of Public Health shall require the annual reporting of such cases as a communicable disease or condition. Requires the Department to compile aggregate data from all hospitals for all such patients and to make such data available on its website and in all reports on health statistics and reportable communicable disease cases in Illinois. HOSPITAL DISCRIMINATORY PRICIN Creates the Hospital Discriminatory Pricing Act. Prohibits a hospital that has provided health care services to an uninsured patient from collecting more from the uninsured patient than the Medicare reimbursement rate. Requires each hospital bill, invoice, or other summary of charges to prominently state the listed information concerning the rates charged. Requires the Office of the Attorney General to provide copies of any complaints filed by patients under the Act to the Department of Public Health. Provides civil remedies for violation of the Act. Amends the Consumer Fraud and Deceptive Business Practices Act to make any violation of the Hospital Discriminatory Pricing Act an unlawful practice under the former Act. Effective immediately. PRIMARY STROKE CENTER Creates the Primary Stroke Center Designation Act. Sets forth the findings of the General Assembly. Provides that the Director of Public Health shall designate as many hospitals as primary stroke centers as apply for the designation, provided that the hospital meets the criteria set forth in the Act. Provides the criteria necessary for designation as a primary stroke center. Provides that the Director of Public Health may suspend or revoke a hospital's designation as a primary stroke center after notice and hearing if the Director determines that the hospital does not comply with the requirements of the Act. Provides that the Director of Public Health may award matching grants to hospitals that seek designation as primary stroke centers and demonstrate a need for financial assistance to develop the necessary infrastructure. SEXUAL ASSLT SURVIVORS TRTMNT Amends the Sexual Assault Survivors Emergency Treatment Act. Deletes the definition of sexual assault. Deletes references in the Act to "hospital emergency services" and replaces it with "(i) transfer services or (ii) hospital emergency services and forensic services". Provides that if a surveyor from the Department of Public Health determines that the hospital is not in compliance with its approved plan to provide transfer services or hospital emergency services and forensic services, the surveyor shall provide the hospital with a written list of the specific items of noncompliance within 10 working days after the conclusion of the surveyor's on site review (now, 2 weeks). IDPH-MULTIDRUG RESIST ORGANISM Amends the Mental Health and Developmental Disabilities Administrative Act, the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois, the University of Illinois Hospital Act, and the Hospital Licensing Act. Requires the Department of Public Health to perform certain functions in relation to the prevention and control of Multidrug-Resistant Organisms (MDROs). MEDICAID-HOSPITAL-PSYCH SRVCS Amends the Illinois Public Aid Code. In connection with the medical assistance program, provides that on and after July 1, 2008, the minimum inpatient per diem rate to be paid to a hospital for psychiatric services shall be no less than the highest per diem base rate established by the Department of Healthcare and Family Services for any hospital that newly qualifies to deliver psychiatric inpatient services on or after December 31, 2006. Effective immediately. House Amendment No. 1 Replaces everything after the enacting clause. Amends the Illinois Public Aid Code. Provides that on and after July 1, 2008, the inpatient, per diem rate to be paid to a hospital for inpatient psychiatric services under the medical assistance program shall be $363.77.
