SLOTS AT TRACKS-RIVERBOATS Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that the tax exemptions for certain registered horses, or interests in horses, that are used for purposes of breeding or racing are exempt from the Acts' sunset provisions and the exemptions apply for all periods beginning May 30, 1995, but no claim for credit or refund is allowed for such taxes paid during the period beginning May 30, 2000 and ending on the effective date of this amendatory Act. Amends the Illinois Horse Racing Act of 1975 and the Riverboat Gambling Act to authorize electronic gaming at race tracks. Further amends the Illinois Horse Racing Act of 1975. Repeals provisions concerning the Horse Racing Equity Fund and certain surcharges. Imposes a tax on admissions to electronic gaming facilities. RIVERBOAT GAMBLING-ADMIN Amends the Riverboat Gambling Act. Provides that applications for owners licenses shall be considered in accordance with the rules of the Illinois Gaming Board (deleting statutory deadlines for filing the applications). Makes changes in provisions concerning the determining factors in the Board's decision in granting owners licenses. Makes changes concerning the criteria for an occupational license. Provides that excursion cruises shall not exceed 4 hours for a round trip, but that the Board may grant express approval for an extended cruise on a case-by-case basis. Provides exceptions to the requirement that gambling equipment and supplies must be purchased or leased only from suppliers licensed under the Act. Provides that any winnings that are a result of a wager by a person under age 21 shall be treated as winnings for privilege tax purposes, confiscated, and forfeited to the State and deposited into the Education Assistance Fund. HORSE RACING-UNCLAIMED TICKETS

Amends the Illinois Horse Racing Act of 1975. Makes changes concerning which licensee shall retain the sum held for unclaimed parimutuel tickets. Provides that non-host licensees who derive their licenses from the Fairmount Park shall pay 50% of the sum held for unclaimed tickets (in addition to 50% of the retention from interstate simulcast wagers) to the purses at Fairmount Park. Effective immediately.

FAIRGROUNDS RACETRACK AUTHORTY Creates the Illinois State Fairgrounds Racetrack Authority Act. Creates the Illinois State Fairgrounds Racetrack Authority to promote, operate, and maintain horse racing operations through a racing contractor in the Illinois State Fairgrounds. Provides the duties and powers of the Authority, including the duty to transition the conduct of horse racing at the Illinois State Fairgrounds from an annual race meeting that is contained within the duration of the Illinois State Fair to an annual standardbred race meeting that lasts from 3 to 9 months, depending on funding and market conditions. Provides that the Authority shall have concurrent jurisdiction with the Department of Agriculture over all of the real estate of the Illinois State Fairgrounds that is used for horse racing; however, when it is necessary to have controlling jurisdiction over this real property to obey a mandate of the Illinois Racing Board, the Authority shall have controlling jurisdiction.[...]
