CHILD NEGLECT-NO RETURN HOME Amends the Abused and Neglected Child Reporting Act and the Juvenile Court Act of 1987. Provides that a "neglected child" includes a child who has been provided with interim crisis intervention services under the Juvenile Court Act of 1987 and whose parent, guardian, or custodian refuses to permit the child to return home. Requires the DCFS Child Protective Service Unit to begin an investigation of a report concerning such a child within 24 hours after receiving the report and determine whether to take the child into temporary protective custody and whether to file a petition alleging neglect or abuse. Provides that no minor shall be sheltered in a temporary living arrangement for more than 48 hours, excluding Saturdays, Sundays, and court-designated holidays, when the agency has reported the minor as neglected or abused because the parent, guardian, or custodian refuses to permit the child to return home, provided that in all other instances the [...]

ELDER ABUSE-REPORT-RESPONSE Amends the Elder Abuse and Neglect Act. Provides that in the case of a report of alleged or suspected abuse or neglect that places an eligible adult at risk of injury or death, a provider agency shall respond to the report without delay and shall ensure that it is capable of responding to such a report 24 hours per day, 7 days per week. Provides that a provider agency may use an on-call system to respond to reports of alleged or suspected abuse or neglect after hours and on weekends. Effective immediately. Senate Committee Amendment No. 1 Deletes the amendatory provisions of the bill. Provides that: a provider agency shall provide an emergency response system to handle reports of alleged or suspected abuse or neglect that places an eligible adult at imminent risk of injury or death that are received during non-business hours, on weekends, and on holidays; the requirement may be satisfied by using an on-call system or providing a local [...]

UNEMPL INS-HOLIDAY-UNAVAILABLE

Amends the Unemployment Insurance Act. Provides that an individual shall be considered unavailable for work on specified holidays if, within 10 calendar days after notification of the filing of a claim, the employer designates, by notice to the Director of Employment Security, the period of the holiday and if the failure to work on that day is a result of the holiday.

SCH CD-PAR/TEACHR CONF-HOLIDAY

Amends the School Code. In provisions concerning the compilation of average daily attendance under the State aid formula and allowing a session of 3 or more clock hours but less than 5 clock hours to be counted as a day of attendance, makes changes with respect to days that are used for parent-teacher conferences. Authorizes a school board to hold school or schedule teachers' institutes, parent-teacher conferences, or staff development on certain school holidays if (1) the person or persons honored by the holiday are recognized through instructional activities conducted on that day or, if the day is not used for student attendance, on the first school day preceding or following that day; and (2) the school board first holds a public hearing about the proposal to exercise this authority. Makes other changes.

IL LABOR REL-MANAGERIAL EMP Amends the Illinois Public Labor Relations Act. Provides that no employee may be considered a "managerial employee" because he or she belongs to a classification of employees to whom executive and managerial functions may be delegated, unless the labor board in a hearing finds actual delegation on a regular basis. Provides that no employee may be classified a "managerial employee" because he or she performs professional duties. Provides that in determining an employee's status, the labor board shall consider the employee's actual job duties and responsibilities and the extent to which the employee has actual authority concerning the overall operations and governance of the employee's office or workplace. Provides that an employee of the Cook County States Attorney shall not be considered a "managerial employee" if that employee is not directly responsible for wages, fringe benefits, hours, holidays, vacations, sick leave, or other conditions of employment.[...]
