MEDICAID-PSYCHIATRIC SERVICES Amends the Illinois Public Aid Code. Provides that under the Medicaid program, the Department of Healthcare and Family Services shall reimburse psychiatrists for mental health services they provide, as authorized by Illinois law, to recipients via telepsychiatry. Requires the Department to adopt rules establishing a method to reimburse providers for mental health services provided by telepsychiatry. Provides that the reimbursement methodology for mental health services provided by telemedicine shall be comparable to the reimbursement methodology used by the Department for other services provided by telemedicine. Effective immediately. POSTPARTUM MOOD DISORDERS PREV Creates the Postpartum Mood Disorders Prevention Act. Sets out the findings of the General Assembly and the purposes of the Act. Provides that the Director of Public Health, in conjunction with the Department of Financial and Professional Regulation and the Board of Nursing, shall work with physicians, healthcare facilities, nurses, and licensed health care workers in the State to develop policies and procedures related to the prevention, treatment, and diagnosis of postpartum mood disorders in women. HEALTH FACILITIES-BOARD Amends the Illinois Health Facilities Planning Act. Extends the sunset of the Act to June 30, 2011 (instead of April 1, 2007). Provides that the Health Facilities Planning Board shall consist of 4 consumer members and 5 health care professionals (instead of 5 appointed members). Provides for the terms of the new members. Deletes a provision that prohibits State Board members from being appointed or serving if they have a spouse, parent, or child who is a member of the Board of Directors of, or has a financial or business interest with, a health care facility. Requires the Board to create a 3-member rules revision subcommittee. Requires the Board to prepare written opinions. Provides that the Board has the burden of proving that the proposed construction, modification, or expenditure is not necessary before it denies an application for a permit. HUM RTS-PERSON WITH DISABILITY Amends the Illinois Human Rights Act. Provides that references throughout the Act to people with a disability will be by use of the term "person with a disability" or the term "disabled" (at present, "handicapped"). In the definition of "place of public accommodation", deletes the existing examples and inserts language listing facilities that are considered public accommodations for purposes of the Article. Provides that it is a civil rights violation to deny or refuse full and equal enjoyment of goods of any place of public accommodation. Provides that it is not a civil rights violation for a health care professional to respond to a person protected under the Act by referring the person to another professional or to refuse to treat or provide services to that person, if in the normal exercise of his or her profession the health care professional would for the same reason respond in the same way to an individual who is not protected under the Act [...]

ACT ON AGING-MEDICATION MANAGE Amends the Illinois Act on the Aging. Adds medication management to a program of services that the Department on Aging shall establish to prevent unnecessary institutionalization of persons age 60 and older in need of long term care. Provides that the Department shall establish a program to assist persons 60 years of age or older in managing their medications through agreements with local case coordination units. SEXUAL ASSLT SURVIVORS TRTMNT Amends the Sexual Assault Survivors Emergency Treatment Act. Deletes the definition of sexual assault. Deletes references in the Act to "hospital emergency services" and replaces it with "(i) transfer services or (ii) hospital emergency services and forensic services". Provides that if a surveyor from the Department of Public Health determines that the hospital is not in compliance with its approved plan to provide transfer services or hospital emergency services and forensic services, the surveyor shall provide the hospital with a written list of the specific items of noncompliance within 10 working days after the conclusion of the surveyor's on site review (now, 2 weeks). Provides that the hospital shall have 10 working days to submit to the Department a plan of correction that contains the hospital's specific proposals for correcting the items of noncompliance (now, 14 working days). INSURANCE-CLINICAL BREAST EXAM Amends the Illinois Insurance Code, the Health Maintenance Organization Act, and the Voluntary Health Services Plans Act. Provides that every insurer shall provide, in each group or individual policy, contract, or certificate of accident or health insurance issued or renewed for persons who are residents of Illinois, coverage for a complete and thorough physical examination of the breast, including but not limited to a comprehensive clinical breast examination of 6-10 minutes in length (that is, an examination of 3-5 minutes in length for each breast), performed by a health care provider to check for lumps and other changes for the purpose of early detection and prevention of breast cancer as follows: (1) annually for women 18 years of age and older; and (2) at any time at the recommendation of the woman's health care provider. Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Provides that the registry of health care professionals shall be accessed for the planning for the possibility of an act of bioterrorism or other public health emergency.

House Amendment No. 1
Provides that there is no rulemaking authority under the amendatory Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion.

AUTISM SPECTRUM DISORDERS Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Illinois Insurance Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code to provide coverage for autism spectrum disorders to the extent that the diagnosis and treatment of autism spectrum disorders are not already covered by the policy or plan. Provides that this coverage shall be subject to a maximum benefit of $36,000 per year, but shall not be subject to any limits on the number of visits to an autism service provider. Provides that every health care professional who provides health care services to a pregnant woman shall provide the woman with HIV counseling and perform (instead of recommend) HIV testing in accordance with the Centers for Disease Control and Prevention's Revised Recommendations for HIV Testing of Adults, Adolescents, and Pregnant Women in Health-Care Settings, unless she has already received an HIV test during pregnancy or she refuses in writing to take the test.
