MEDICAID-PSYCHIATRIC SERVICES Amends the Illinois Public Aid Code. Provides that under the Medicaid program, the Department of Healthcare and Family Services shall reimburse psychiatrists for mental health services they provide, as authorized by Illinois law, to recipients via telepsychiatry. Requires the Department to adopt rules establishing a method to reimburse providers for mental health services provided by telepsychiatry. Provides that the reimbursement methodology for mental health services provided by telemedicine shall be comparable to the reimbursement methodology used by the Department for other services provided by telemedicine. Effective immediately. POSTPARTUM MOOD DISORDERS PREV Creates the Postpartum Mood Disorders Prevention Act. Sets out the findings of the General Assembly and the purposes of the Act. Provides that the Director of Public Health, in conjunction with the Department of Financial and Professional Regulation and the Board of Nursing, shall work with physicians, healthcare facilities, nurses, and licensed health care workers in the State to develop policies and procedures related to the prevention, treatment, and diagnosis of postpartum mood disorders in women. DPH-CORD STEM CELL BANKS Amends the Department of Public Health Powers and Duties Law. Subject to appropriation, directs the Department to establish a statewide network of cord blood stem cell banks. Sets forth requirements and duties of donor banks. Creates an advisory committee to advise the Department concerning administration of the network. Effective immediately. House Amendment No. 1 Deletes everything after the enacting clause. Reinserts the provisions of the engrossed bill with changes. Amends the Department of Public Health Powers and Duties Law with respect to the network of cord blood stem cell banks. Removes the requirement that the network be "statewide". Provides that members of the advisory committee are subject to conflict of interest restrictions and are required to make disclosures of income and financial interests. HLTH FACILITIES-NURSING HOMES Amends the Illinois Health Facilities Planning Act. Provides that changes of ownership of facilities licensed under the Nursing Home Care Act must meet the requirements set forth in the Nursing Home Care Act. Provides that facilities that are licensed under the Nursing Home Care Act are exempt from a provision requiring a permit before discontinuing certain health care facilities or categories of service. Makes technical changes. Effective immediately. Senate Committee Amendment No. 1 Provides that no permit shall denied on the basis of prior operator history for a facility licensed under the Nursing Home Care Act, except for certain actions specified under the Nursing Home Care Act involving insufficient financial resources, criminal convictions involving moral turpitude, and prior revocation of the applicant's license. HEALTH CARE DELIV-BIRTH CENTER Amends the Alternative Health Care Delivery Act. Provides that there shall be no more than 10 birth center alternative health care models in the demonstration program authorized under the Act. Sets forth requirements for the location of the centers and for services and standards of the centers. Requires the Department of Public Health to adopt rules for the operation and research protocols of birth centers. Makes other changes. House Amendment No. 1 Provides that a birth center shall be exclusively dedicated to serving the childbirth-related needs of women and their newborns. Provides that a birth center shall not be separately licensed if it is a part of a hospital or a freestanding facility that is operated under a license issued to a hospital under the Hospital Licensing Act. EMERGENCY MED SRVICES-IMMUNITY Amends the Emergency Medical Services (EMS) Systems Act and the Good Samaritan Act. Under the Emergency Medical Services (EMS) Systems Act, provides for civil immunity for an agency, organization, or individual who sponsors, authorizes, supports, finances, or supervises the training of persons in the use of automated external defibrillators, first aid, or aquatic skills (in addition to cardiopulmonary resuscitation) in a course which complies with generally recognized standards of the American Red Cross, the American Heart Association, or the National Safety Council. Provides for similar immunity for an individual who teaches such a course of instruction. Under the Good Samaritan Act, provides for civil immunity for a person who is certified in aquatic skills by the American Red Cross, or the American Heart Association, or the National Safety Council and who in good faith uses aquatic skills to provide aid without fee to any person. CRIM PRO&MARRIAGE-NOTICE Amends the Code of Criminal Procedure of 1963, if and only if the provisions of House Bill 5121 of the 95th General Assembly become law in the form it passed the House of Representatives. Provides that in a domestic violence case upon the request of the petitioner, the clerk shall send a certified copy of the order to each specified health care facility or health care provider requested by the petitioner. Provides that the health care provider may place the order in the child's records or use another method to identify these records. Provides that no health care provider who receives an order prohibiting a respondent's access to the records of any child who is protected by the order shall allow a respondent access to the records unless the order has expired or the respondent shows a certified copy of an order vacating the other order.
