In language providing that a day camp counselor is not subject to the adult minimum wage if specified requirements are met, deletes a phrase that limited the scope of the language to day camps of organized not-for-profit corporations. Senate Floor Amendment No. 1 Restores the language that was stricken in the engrossed bill. Also adds language providing that a camp counselor under the age of 18 employed at a day camp is not subject to the adult minimum wage if the camp counselor is paid a stipend on a onetime or periodic basis and, if the camp counselor is a minor, the minor's parent, guardian, or other custodian has consented in writing to the terms of payment before the employment begins. Amends the Parental Responsibility Law. Increases the limitation on damages recoverable under that Law, from $20,000 to $200,000.
Senate Floor Amendment No. 3 Deletes everything after the enacting clause. Amends the Parental Responsibility Law. Provides that reasonable attorney's fees may be awarded up to $15,000 in an action against a parent or legal guardian of a minor for actual damages caused by the willful or malicious acts of the minor. Provides that recovery for damages shall be limited to $20,000 for the first act and $30,000 if the minor exhibits a pattern or practice of willful or malicious conduct. Provides that the provisions concerning liability and limitations on damages shall apply to causes of action accruing on or after the effective date of this amendatory Act.

Increases the requirements that must be met before a minor may be issued a graduated driver's license. Provides that the minor must have 150 (rather than 50) hours of driving experience, and the experience must be validated in writing by one of his or her parents, before he or she may be issued the graduated license. Amends the Child Passenger Protection Act. Provides that any person transporting a child under the age of 8 years in any truck or truck tractor equipped with seat safety belts is responsible for securing the child in an appropriate child restraint system.
Senate Floor Amendment No. 2 Deletes language providing that any person who transports the child of another shall not be in violation of the provision unless a child restraint system was provided by the parent or legal guardian but not used to transport the child.

Provides that a "neglected child" includes a child who has been provided with interim crisis intervention services under the Juvenile Court Act of 1987 and whose parent, guardian, or custodian refuses to permit the child to return home. Requires the DCFS Child Protective Service Unit to begin an investigation of a report concerning such a child within 24 hours after receiving the report and determine whether to take the child into temporary protective custody and whether to file a petition alleging neglect or abuse. Requires a district's pupil discipline policy to conform to the standard student expulsion policy. Requires a school board to furnish a copy of the district's pupil discipline policy to the parents or guardian of each pupil within 15 days after the beginning of the school year or within 15 days after starting classes for a pupil who transfers into the district during the school year and to require that each school inform its pupils of the contents of its policy (now permissive with respect to school boards other than the Chicago Board of Education).
